Authorize budget reallocation of $161,817 in unspent American Rescue Plan Act <br />account from the Pedestrian and Mobility Improvement Phase I (No. 22-1405) <br />Project, $143,475 in unspent American Rescue Plan Act account from the <br />Pedestrian and Mobility Improvement Phase III (No. 22-1407) Project, and <br />$154,517 in unspent American Rescue Plan Act account from the Neighborhood <br />Streetlights Phase I (No. 22-1387) Project to construction funds for the <br />Pedestrian and Mobility Improvement Phase II Project (No. 22-1406) to complete <br />the project funding requirement. <br />2. Award a construction contract to Elecnor Belco Electric, Inc., the lowest <br />responsible bidder, in accordance with the base bid in the amount of $2,288,087, <br />subject to change orders (not to exceed 25% of the base bid amount) in <br />accordance with the Greenbook: Standard Specifications for Public Works <br />Construction, for construction of the Pedestrian and Mobility Improvements <br />Phase II for the term beginning upon execution of the contract and ending upon <br />project completion, and authorize the City Manager to execute the contract, <br />subject to non -substantive changes approved by the City Manager and the City <br />Attorney. <br />3. Approve the Project Cost Analysis for a total estimated construction delivery cost <br />of $2,860,109, which includes $2,288,087 for the construction contract, $343,213 <br />for contract administration, inspection, and testing, and a $288,809 project <br />contingency for unanticipated or unforeseen work. <br />4. Approve an amendment to the FY 2023-24 Capital Improvement Program to <br />include $2,400,300 in construction funding from the American Rescue Plan Act <br />grant funds and $459,809 in construction funding from the American Rescue <br />
