ORDIHA2~CE NO. NS-321 REGULATING AMBULANCES AND AMBULANCE <br />PEP~ONNEL <br /> <br />CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN A~ FOLLOWS: <br /> <br />SECTION 1. That Amticle V1, Chapter 3, Par~ 9 of the Santa <br /> <br />Ana Municipal Code is hereby amended by adding new sections at the <br /> <br />end thereof in words and figures as follows: <br /> <br />"Section 6394. Ambulances and Ambulance Personnel. Definitions. <br /> <br /> "Ambulance" is defined as any privately-owned vehicle <br />equipped and used for transporting injured or sick human <br />beings, and shall include, but is not r~stricted to, emer- <br />gency vehicles used for such purposes. <br /> <br />Section 6394.1. Same. Ambulance Permit. <br /> <br /> No person shall operate any ambulate business in the <br />City without first applying for and obtaining a permit <br />so to do. The application for such permit shall be filed <br />with the Chief of Police sa d shall contain the informa- <br />tion required by Section 63§1.1 (a) and (b) of this Code. <br />Applicant shall furnish proof of insurance on each vehicle <br />proposed to be so operated to cover public liability in <br />assents of not less than $50,000 for injury or death to <br />one person, $100,000 for inJu.ry or death of more than one <br />person in any one accident, $40,000 malpractice in any one <br />incident, and property damage of not 1~ ss than $10,000 for <br />any one accident, before the permit is ismed. <br /> <br /> Before issuing an ambulance pex~ait the Chief of Police <br />shall refer the question of public convenience and neeess~ ty <br />to the City Council for their determination. Prior ~o the <br />Council,s clorox'ruination, the Chief of Police shall make an <br />investigation and recommendation to the Cit-y~ Oouncil aa to <br />the applioant,s complimce or non-complimoe wi~h the con- <br />ditions set forth in Section 6381.4, Subsections (a) and <br />(b), and as to the number of ambulances then operated in <br />~he City under permit. In determining the question of pub- <br />lic convenience ~d necessity, the City Council shall be <br />guided by the following: <br /> <br /> (1) Approximately one ambulmce shall be permitted for <br />each 20,000 residents of the City of Sm ta Ana, or major <br />portion thereof. <br /> <br /> (2) The number of residents of the City of Sm ta Aha <br />shall be determined by the last preceding official United <br />States Goverument Census. <br /> <br /> Such permit shall not be granted until each ambulance to <br />be operated, and all equipment thereon, has been submitted <br />to and examined by the Chief of Police, or his designated <br />agent, to determine that the same is in all respects mechan- <br />ically safe and free of defects; that said ambulance is <br />properly equipped with a cot, stretchers, blankets, restraints, <br />first aid supplies, splints, resuscitator, towels, and <br />pillows; and no person shall operate any ambulance while the <br />same or any of the equipment thereon or therein is defective, <br />unsafe, or unclean.
