ORDINANCE NO. NS~5~ ESTABLISHING LOCAL DRAINAGE <br />A/{EAS, FIXING FEES TO PROPORTIONATELY DEFRAY THE <br />COSTS OF CONSTRUCTING STORM WATER DRAINAGE FACILITIES <br />FOR SAID DRAINAGE AREAS AND REQUIRING PAYMENT OF SUCH <br />FEES AS A CONDITION OF APPROVAL OF FINAL SUBDIVISION <br />MAPS <br /> <br /> WHEREAS, on August 7, 1961, the City of Santa Ana adopted a <br />Storm and Surface Water Drainage Plan as an element of the Master or <br />General Plan of the City under authority of Section 65469 of the <br />Government Code of the State of California, which said Drainage Element <br />was co-ordinated with the Orange County Flood Control's General <br />Drainage Plan and has been determined to be in conformity with said <br />Plan by the Board of Supervisors of said County; and <br /> <br /> WHEREAS, preliminary studies and determinations as to the <br />details of said Plan were made by the City's Department of Public <br />Works, and Boyle Engineering was thereafter employed to make a study, <br />prepare an engineering report for those portions of Santa Ana lying <br />East of the Santa Ana River, to divide said territory into local <br />drainage areas and provide an estimate of the total cost of constructing <br />the local drainage facilities required in each of said areas; and <br />Voorheis-Trindle and Nelson, Inc. was employed to conduct a similar <br />study and prepare a similar report for the territory in the City of <br />Santa Ana lying West of the Santa Ana River; which said studies have <br />been c~pleted and said repcxts have been made and delivered to the <br />City Council; and after much study by said Council and consultation <br />with the staff of said City, <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br /> <br /> SECTION 1. That the Santa Ana Municipal Code is hereby amended <br />by adding thereto new sections in words and figures as follows: <br /> <br /> SECTION 9378. Drainage Areas Established. <br /> <br /> The City is hereby divided into thirteen Local Drainage <br /> Areas; that develolanent of property within said Local Drainage <br /> Areas will require construction of the facilities described in <br /> <br /> <br />
