<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MARCH 21, 2005 <br />TITLE: <br /> <br />APPROVED <br /> <br />JOINT AGREEMENT FOR THE <br />OPERATION, MAINTENANCE, AND <br />FINANCIAL MANAGEMENT OF THE <br />ORANGE COUNTY 800 MHZ <br />COUNTYWIDE COORDINATED <br />COMMUNICATIONS SYSTEM <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 15t Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br /> <br />CONTINUED TO <br /> <br />.___--r. <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute the Joint Agreement for the <br />Operation, Maintenance, and Financial Management of the Orange County 800 <br />MHz Countywide Coordinated Communications System. <br /> <br />DISCOSSION <br /> <br />In early 1996, the City of Santa Ana, as well as 30 other cities, the <br />Orange County Fire Authority, and the County of Orange, executed the 800 <br />MHz Joint Agreement for the Implementation and Operation of the Orange <br />County 800 MHz Countywide Coordinated Communications System. This <br />agreement addressed City/County partnership responsibilities and <br />financial obligations for the implementation of the system. In August <br />2003, the agreement was amended to include the 800 MHz system backbone <br />cost-sharing proposal, which established each participant's annual <br />operations charge including payback for the FY 2002/2003 backbone costs, <br />which were initially paid by Orange County. <br /> <br />During the past several months, the 800 MHz CCCS Governance Committee has <br />updated the agreement. Whereas, the original agreement addressed the <br />radio system's initial implementation, the new agreement takes into <br />account the ongoing partnership responsibilities for its operation, <br />maintenance and financial management including the backbone cost-sharing <br />amendment, which remains the same. <br /> <br />Two key points have been introduced to the new agreement. <br />concerns the financing of any future system and infrastructure <br />Participating agencies will share in these upgrades, which will <br />through the use of available grant funds, entry fees <br /> <br />The first <br />upgrades. <br />be funded <br />f rom new <br /> <br />258-1 <br />
