Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an agreement with 0' Reilly <br />& Associates in an amount not to exceed $15,000 to develop marketing <br />materials for the Rapid Response Program under the Workforce <br />Investment Act Rapid Response Grant. <br /> <br />2. Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an agreement with HR <br />Management Services in an amount not to exceed $20,000 to develop <br />electronic marketing for the Rapid Response Program under the <br />Workforce Investment Act Rapid Response Grant. <br /> <br />DISCUSSION <br /> <br />The Rapid Response Program provides the necessary plan and delivery of <br />services that enable dislocated workers, affected by mass layoffs or <br />plant closures, to transition to new employment as quickly as possible. <br />The role of Rapid Response is to assist workers to quickly return to <br />productive posi tions in the workforce and assist employers to explore <br />alternatives to lay-offs through human resource solutions. <br /> <br />A Request For Proposals (RFP) was issued to nine qualified vendors for <br />the purpose of procuring Workforce Investment Act marketing materials for <br />Rapid Response services. The RFP was also published on April 4, 2005, in <br />the Orange County Register.
