<br />\.. <br /> <br />SANTA ANA CITY COUNCIL COMMITTEE <br />PUBLIC SAFETY <br />Minutes of Meeting <br />November 8, 2004 <br /> <br />CALL TO ORDER <br />The meeting was convened at 6:00 p.m. in City Hall, 20 Civic Center Plaza, 8th <br />Floor, Room 831, Santa Ana, California. <br /> <br />ATTENDANCE <br />Councilmembers present: Councilmembers Alberta Christy, Claudia Alvarez. <br /> <br />Staff present: Assistant City Attorney Paula Coleman, Police Chief Paul Walters, <br />Fire Chief Phil Garcia, Fire Marshal Lori Smith, and Police Lieutenants David <br />Valentin and Bill Tegeler. <br /> <br />SUMMARY OF DISCUSSIONS <br /> <br />1. APPROVAL OF MINUTES <br /> <br />Approved Minutes of the September 13, 2004 meeting. <br /> <br />\.. <br /> <br />2. <br /> <br />FIREWORKS ORDINANCE REVIEW UPDATE <br /> <br />Fire Chief Garcia and Fire Marshal Smith reviewed the committee <br />concerns and draft Ordinance regarding changes that would impose <br />an 80 percent residency requirement on fireworks booth applicants. <br />After discussion, the committee recommended that the Ordinance be <br />changed to the 80 percent residency requirement and be presented <br />to the City Council prior to the next fireworks application period. <br /> <br />3. HARBOR BOULEVARD ENFORCEMENT <br /> <br />Lt. Valentin reviewed a power point presentation on the problems on <br />Harbor Blvd. regarding prostitution activity and the Police <br />Department's strategic plan of action to address this illicit activity that <br />is impacting residential and business communities. The presentation <br />reviewed the historical response of enforcement, a sampling of <br />complaints in the area and the enforcement program entitled <br />"Operation Cleanup" that began October 1, 2004 and yielded 143 <br />arrests, using 3,000 man hours. <br /> <br />'-' <br />
