He briefed the committee on the proposed changes to the <br />ordinance which will be presented to the entire council shortly. The ensuing <br />discussion focused upon the variety of strategies available to the city to help abate <br />graffiti issues. <br /> <br />3. STREET CURB ADDRESS PAINTING <br /> <br />Will Hayes provided the committee with a overview of the city's proposed street curb <br />ordinance. Highlights of the proposed ordinance include developing a contract with <br />three to four non-profit vendors to provide curb painting services for donations by the <br />property owners. The intent of the ordinance is to get the city out of the curb <br />painting business. The committee members posed several operational questions to <br />staff and provide some brief comments for consideration. <br /> <br />4. <br /> <br />SHOPPING CART ORDINANCE DISCUSSION <br /> <br />""" <br /> <br />Bruce Dunams provided a brief history of staff efforts regarding the shopping cart <br />issue. He indicated at this point the city believed the best alternative is to address <br />the cart as a site specific issue with the burden on the vendor to be responsible for <br />addressing the problem.
