<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JUNE 5, 2006 <br /> <br />TITLE: <br />CONTRACT AMENDMENT FOR THE <br />PREPARATION OF THE ENVIRONMENTAL <br />IMPACT REPORT AND EXPANSION OF <br />PROJECT BOUNDARIES FOR THE <br />RENAISSANCE SPECIFIC PLAN WITH <br />MOULE AND POLYZOIDES ARCHITECTS AND <br /> <br /> <br />7IST[2;J oe <br /> <br />CITY MANAGER <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 1 st Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a contract amendment with Moule & <br />Polyzoides Architects and Urbanists to prepare the Environmental Impact <br />Report and expansion of project boundaries for the Santa Ana Renaissance <br />Specific Plan in an amount not to exceed $545,000. <br /> <br />DISCUSSION <br /> <br />On February 6, 2006, the City Council directed the City Attorney to <br />prepare and authorize the City Manager and the Clerk of the Council to <br />execute a contract with Moule & Polyzoides Architects and Urbanists to <br />prepare the Santa Ana Renaissance Specific Plan in an amount not to <br />exceed $528,000. Moule & Polyzoides were selected as they had assembled <br />a team of distinguished local and national consultants with a proven <br />track record in creating successful Specific Plans. <br /> <br />The City entered into a contract with Moule & Polyzoides and has <br />commenced the preparation of the Specific Plan. Staff held four outreach <br />workshops on April 18 and April 20, which were attended by more than 200 <br />members of the general public, elected and appointed officials. In <br />addition, the Moule & Polyzoides team conducted a weeklong Design <br />Charette from May 8 through May 13. The intent of the charette was to <br />develop, identify and evaluate the community's desired outcome for the <br />project area through an open design forum. Staff expects to present the <br />charette results this summer. <br /> <br />The February 6, 2006 staff report, which authorized the contract with <br />Moule & Polyzoides, noted that the preparation of the Environmental <br />Impact Report (EIR) would be the subject of a future contract amendment. <br />The preparation of the EIR is required in order for the City to comply <br />with the California Environmental Quality Act (CEQA) of 1970.
