NINUTES OF TBE REGULAR MEETING <br />CTTY OF SANTA ANA_ CAi.T FnRNTA <br />NINUTES OF TBE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />October 9, 1995 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Chairman Mondo at 6:05 p.m. in the City Council Chambers, 22 Civic Center Plaza, <br />Santa Ana, California. Other Commissioners present included: Margaret Brown, <br />Alexander Nalle, Lynnette Pedroza, Teresa Segura, and Steve Oliver arrived at <br />6:12 p.m. Also in attendance were Robyn Uptegraff, Executive Director, Kenneth <br />Adams, Planning Manager; Richard Lay, Assistant City Attorney; Charles View, <br />Senior Planner, Linda Hale, Senior Planner, Jeffry Rice, Senior Planner, and <br />Sergio Klotz, Associate Planner. Other staff in attendance included: Vicki <br />Uehli, Community Development, Mike McCoy, Police Department, Sharon McCain- <br />Johnson, Recording Secretary, and Valley High School representatives Diana Lopez <br />and Martha Brito. <br />CON38NT CALENDAR: <br />A. APPROVAL OF TAE NINUTES of the regular Plannin4 Commissioa meetia4 of <br />September 25. 1995. <br />RECOMt~NDATION: <br />Approve the minutes of the regular meeting of September 25, 1995. <br />8. RECONSIDERATION OF ACTIONS taken at previous meeting. <br />RECOMMENDATION: <br />None. <br />C. ZONING ORDINANCE AMENDMENT NO. 94-4. (Sergio Klotz) <br />Filed by the City of Santa Ana to amend the Light Industrial (M1) and <br />Heavy Industrial (M2) districts; delete the Commercial Manufacturing (CM) <br />and Limited Manufacturing (LM) district; create a Manufacturing Commercial <br />(MC) district; and amend Industrial parking requirements; and add minimum <br />street frontage and lot size for industrial property. <br />Continue Zoning Ordinance Amendment No. 94-4 to October 23, 1995. <br />' *** E N D O F C O N S E N T C A L E N D A R*** <br />Commissioner Nalle moved to approve Consent Calendar items. REVIEW AND REVISION OF CONDITIONAL USE PERMIT NO. 88-11 to evaluate church <br />operations and compliance with the conditions of approval for the <br />Archangel Michael Coptic Church located at 4405 West Edinger Avenue in the <br />Single Family Residence (R1) zoning district. (Charles View) <br />RECOMMENDATION: <br />Modify the conditions of approval for Conditional Use Permit No. 88-11 <br />Mr. Charles View, Senior Planner, indicated the review of the Conditional <br />Use Permit was before the Planning Commission due to a variety of <br />complaints received by staff from the neighborhood regarding the church <br />operations. The concerns related to parking on the residentialcul-de- <br />sac; noise in the parking lot; and improperly trimming the trees. Upon <br />further investigation, staff determined that the church was not in full <br />compliance with the agreed upon conditions of Conditional Use Permit No. <br />88-11. Therefore, staff recommended modifying the conditions to: 1) <br />remove the basketball facilities; 2) permanently close the gates; 3) limit <br />hours of operation; and 4) to discontinue the aggressive topping of trees. <br />' Mr. Felimon Mikhail thanked staff for their assistance and stated that the <br />church had made efforts to address the complaints by removing the <br />basketball courts, having church members park in the Newhope School <br />parking lot, and encouraging church members to carpool in order to reduce <br />traffic. Mr. Mikhail also indicated that he is working with Marvin <br />E1lenbecker to learn the proper techniques for tree trimming and requested <br />the Commission not to reduce the hours of operation. He also recommended <br />the gate be locked on Sundays from 8:00 a.m. to 12:00 a.m. to prevent <br />passage from the neighborhood. <br />Commissioner Oliver moved to approve the modified conditions with the <br />exception of permanent closure of the gate. His motion included a <br />recommendation to padlock the gate between 8:00 a.m. to 12:00 p.m. on <br />Sundays per the suggestion of the applicant. The motion was seconded by <br />Commissioner Brown. <br />
