MINUTES OF THE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />MINUTES OF TBE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />MAY 27, 1997 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Chairman Nalle at 5:15 p.m. in the City Council Chambers, Room 147, located at 22 <br />Civic Center Plaza, Santa Ana, California. Other Commissioners present included: <br />Mondo, Verino, and MacDOwell. Commissioners Oliver and Doughty arrived at 5:25. <br />Also in attendance were: Robyn Uptegraff, Executive Director; Kenneth Adams, <br />Planning Manager; Gary Sheat z, Deputy City Attorney; Linda Hale, Senior Planner; <br />Charles View, Senior Planner; Thomas Childress, Associate Planner; Larry Yenglin, <br />Associate Planner; Bi11 Apple, Assistant Planner II; Pam Lucado and Manuel Gomez, <br />Public Works Agency; Mike McCoy and Yolanda Pena, Police Department; and Sharon <br />McCain-Johnson, Recording Secretary. <br />A. Approval of the Minutes from the Regular Meeting of May 12, 1997. <br />RECOMMENDATION: <br />Approve the Minutes of the Regular Meeting of May 12, 1997. <br />B. Reconsideration of actions taken at the previous meeting. <br />None. <br />Due to a Zack of quorum, the discussion regarding the alcoholic beverage <br />ordinance took place first on the agenda. <br />C. Discussion of Alcoholic Beverage Control Ordinance. (Charles View) <br />Mr. Charles View, Yolanda Pena, and Mr. Mike McCoy discussed with the <br />Commission alternatives for bail schedules due to violations of conditional <br />use permits; applicant's establishing track records with the City before <br />allowing live entertainment at facilities; and requiring conditional use <br />permits for banquet facilities. <br />D. APPEAL OF THE PLANNING MANAGER'S DECISION NO. 97-03 (Vince Fregoso) <br />Filed by Ms. Mary McClellan to overturn the Planning Manager's decision to <br />deny the request to allow a detached entertainment room located at 2117 North <br />Victoria Drive in the Single-Family Residence (R1) zoning district. <br />RECObIIdENDATION: <br />Deny Appeal of the Planning Manager's Decision No. 97-03. <br />Mr. Charles View presented the staff report and recommendation. <br />Dr. Lang described the proposed project to the Commission and requested <br />approval. <br />Commissioner Mondo raised concerns regarding the long term effect approval of <br />the project would have on the local neighborhood. <br />Mr. Adams informed the Commission that CC&R's could be established in order <br />to notify the next property owner of agreements between the City and the <br />applicant. <br />Motion to continue Appeal of the PZanning Manager's Decision No. 97-03 to <br />June 23, 1997. <br />MOTION: Mondo SECOND: Doughty <br />AYES: Nalle, Oliver, Doughty, Mondo, and Verino <br />NOES: None <br />ABSENT: Hanna <br />ABSTAINED: MacDOwell <br />E.
