CALIFORNIA <br />MINUTES OP THE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />FEBRUARY 24, 1997 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Chairman Nalle at 6:05 p.m. in the City Council Chambers, Room 1478, located at 22 <br />Civic Center Plaza, Santa Ana, California. Other Commissioners present included: <br />Mondo, MacDowell, and Hanna. Also in attendance were: Robyn Uptegraff, Executive <br />Director; Kenneth Adams, Planning Manager; Gary Sheatz, Deputy City Attorney; <br />Charles View, Senior Planner; Thomas Childress, Associate Planner; Pam Lucado, <br />Public Works Agency; Mike McCoy, Police Department; and Linda Hale, Acting Recording <br />Secretary. <br />' A. Approval of the Minutes from the Regular Meeting of February 10, 1997. <br />RECOMMENDATION: <br />Approve the Minutes of the Regular Meeting of February 10, 1997. <br />B. Reconsideration of actions taken at the previous meeting. <br />None. <br />C. CONDITIONAL USE PERMIT NO. 96-43 (Thomas Childress) <br />Filed by Ma. Christy Leung to allow the sale of beer and wine for on-premise <br />consumption at Hearthside restaurant located at 1830 West Seventeenth Street <br />in the Community Commercial (C1) zoning district. <br />RECOMMENDATION: <br />Confirm the Zoning Administrator's decision approving Conditional Use Permit <br />No. 96-43 as conditioned and adopt the findings as submitted by staff. <br />D. HISTORICAL PROJECT REVIEW NO. 96-13 (Kevin Joe) <br />Filed by Mr. Mike Zadeh to allow the construction of a new detached two car <br />garage and the conversion of an existing duplex to a single family residence <br />located at 1120 North Spurgeon Street in the Specific Development No. 19 <br />zoning district. <br />RECOMMENDATION: <br />' Approve Historical Project Review No. 96-13. <br />E. ZONING ORDINANCE AMENDMENT NO. 96-07 (Thomas Childress) <br />Filed by the City of Santa Ana to revise the City's recycling uses in the <br />Light Industrial (M1) and Heavy Industrial (M2) zoning districts. <br />LEGAL NOTICED: January 29, 1997 <br />PUBLIC NOTICED: January 27, 1997 <br />RECOMMENDATION: <br />Continue Zoning Ordinance Amendment No. 96-07 to March 10, 1997. <br />*** E N D OF C O N S E N T*** <br />Mr. Adams introduced Thomas Childress and indicated although there was a lack <br />of a quorum, he would like to begin with item G, discussion of Zoning <br />Ordinance Amendment No. 96-07. <br />F. Discussion of Zoning Ordinance Amendment No. 96-07 (Thomas Childress) <br />Mr. Childress briefly outlined staff's proposal to revise the City's <br />recycling regulations. He summarized the staff proposal which was designed <br />to reflect changes in state law. The fundamental issue was the amortization <br />of existing recycling vendors under the current proposal. <br />The Commission directed staff to fully detail the significant issues in its <br />staff report. <br />Motion to approve Consent Calendar. <br />MOTION: MORdo SECOND: Doughty <br />AYES: Nalle, Oliver, Doughty, Mondo, Pedroza, Hanna, and MacDowell <br />NOES: None <br />ABSENT: None <br />NOTE: Three commissioners arrived at 6:07 during discussion of item F to <br />create a quorum. <br />
