REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 1, 2017 <br />TITLE: <br />APPROVE AN AGREEMENT WITH KIMLEY- <br />HORN FOR ENGINEERING CONSULTING <br />SERVICES FOR THE SOUTH MAIN STREET <br />CORRIDOR IMPROVEMENTS (PROJECT NO. <br />17-9001) (STRATEGIC PLAN NO. 6, 1G) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Kimley-Horn <br />for a two-year term beginning August 2, 2017, and expiring on August 1, 2019, with the option for <br />the City to grant up to two one-year renewal options, to provide engineering consulting services <br />for the South Main Street Corridor Improvements project, in the total amount of $770,485, which <br />includes a five (5) percent contingency for design in the amount of $36,690, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Approval of this recommended action will enable the preparation of plans and specifications <br />(Contract Documents) for the South Main Street Corridor Improvements project as identified in <br />the FY 2017/2018 Capital Improvement Program. These contract documents will be used to <br />competitively bid and construct the project. <br />In October 2012, a master planning and visioning project was undertaken by the City to revitalize <br />the urban structure of South Main Street in an effort to spawn redevelopment and foster local <br />businesses. The project, known as the "South Main Street Vision Plan," involved a study area <br />encompassing an approximate 2 -mile length running north -south, from First Street (north end) to <br />Warner Avenue (south end) as shown on the attached map (Exhibit 1). The South Main Street <br />Vision Plan Final Report was presented to and received by the City in June 2016. <br />The proposed improvements as laid out in the master plan concentrated on two key areas: a <br />three block segment at the north end ("North Focus Area"), and a four block segment at the south <br />end ("South Focus Area'). Additional funding was identified to continue these efforts beyond and <br />between the two focus areas. Proposed improvements in the master plan will provide for greater <br />walkability and a more pedestrian -oriented street through implementation of enhanced <br />crosswalks, pedestrian level street lighting, street trees which provide shade, landscaping, <br />parklets, site furniture, traffic calming, and metered street parking. <br />23A-1 <br />
