<br />2.00 BALANCING SPECIFICATIONS AND RESPONSIBILITIES OF THE TEST AND BALANCE AGENCY
<br />2.01 SCOPE
<br />IN ACCORDANCE WITH PROJECT DRAWINGS AND SPECIFICATIONS, THE TEST AND BALANCE AGENCY SHALL
<br />PROVIDE ALL SUPERVISION OF QUALITY ASSURANCE:
<br />A. THE FINAL RESULT OF TEST AND BALANCE SHALL BE TO PROVIDE UNIFORM AIR TEMPERATURES WITHIN A TWO-
<br />DEGREE FAHRENHEIT CONDITION.
<br />B. ALL INSTRUMENTS USED SHALL BE MAINTAINED IN GOOD WORKING ORDER. IF REQUESTED, A CALIBRATION
<br />TEST SHALL BE CONDUCTED IN THE PRESENCE OF THE ARCHITECT OR VERIZON WIRELESS REPRESENTATIVE.
<br />C. GAUGES AND THERMOMETERS INSTALLED AS PART OF THE PROJECT ARE NOT TO BE USED FOR TEST AND
<br />BALANCE. THE TEST AND BALANCE AGENCY SHALL CALIBRATE ALL SUCH GAUGES AND THERMOMETERS AND
<br />SHALL AFFIX A PERMANENT TAG TO EACH STATING THE CORRECTIONS TO BE APPLIED.
<br />D. IN THE EVENT OF DISPUTE, VERIZON WIRELESS OR ARCHITECT/ENGINEER MAY CHOOSE TO PROVIDE
<br />VERIFICATION OF TEST AND BALANCE REPORTS, AND SUCH VERIFICATION SHALL BE BY THE N.E.B.B.
<br />INVESTIGATING TEAM WITH THE ARCHITECT AND ENGINEERS PRESENT. REPORTS FOUND TO BE INACCURATE
<br />WILL BE DISALLOWED.
<br />2.02 GENERAL
<br />A. THE SYSTEM TESTING, ADJUSTING AND BALANCING IS THE PROCESS OF CHECKING AND ADJUSTING ALL OF THE
<br />BUILDING ENVIRONMENTAL SYSTEMS TO PRODUCE THE DESIGNED OBJECTIVES.
<br />B. THE TEST AND BALANCE AGENCY SHALL NOT INSTRUCT OR DIRECT THE MECHANICAL CONTRACTOR IN ANY OF
<br />THE WORK. ANY PROPOSED CHANGES OR REVISION IN THE WORK SHALL BE SUBMITTED TO THE ARCHITECT IN
<br />WRITING. THE ARCHITECT SHALL, IN CONJUNCTION WITH VERIZON WIRELESS, PROCESS THE PROPOSAL AS
<br />APPROPRIATE.
<br />2.03 AIR SYSTEM PROCEDURES
<br />THE TEST AND BALANCE AGENCY SHALL PERFORM THE FOLLOWING TEST AND BALANCING FUNCTIONS:
<br />A. FAN SPEEDS –TEST AND ADJUST FAN RPM TO ACHIEVE DESIGN CFM REQUIREMENTS.
<br />1. FOR BELT DRIVE FANS WITH A VFD
<br />a. ADJUST BELT AND SHEAVES TO ACHIEVE HIGH SPEED FAN DESIGN AIRFLOW WITH VFD AT 60
<br />HERTZ.VFD IS NOT TO BE USED FOR INITIAL BALANCING.
<br />b. VERIFY AND, IF NECESSARY, ADJUST RTU CONTROLLER AIRFLOW SETTINGS (CFM)TO MATCH BALANCED
<br />AIRFLOW DURING HEATING AND SECOND STAGE COOLING OPERATION
<br />c. VERIFY AND, IF NECESSARY, ADJUST RTU CONTROLLER AIRFLOW SETTINGS (CFM)TO MATCH SCHEDULED
<br />LOW SPEED FAN AIRFLOW DURING FAN ONLY AND FIRST STAGE COOLING OPERATION

<br />CONTRACTOR TO DETERMINE THE CAUSE OF THE LEAKAGE AND CORRECT
<br />2. DOCUMENT FINAL RTU LEAKAGE RATE
<br />D. OUTSIDE AIR –TEST SYSTEM MINIMUM OUTSIDE AIR FLOW USING A VEGRID OR ROTATING VANE ANOMOMETER
<br />OR OTHER MEASUREMENT DEVICE.TAB CONTRACTOR SETS THE DAMPER OPENING PERCENTAGES IN THE

<br />E. TEST AND BALANCE CONTRACTOR TO CONTACT LENNOX SUPPORT AT 800-367-6285 AND SELECT OPTION 2 FOR
<br />TECH SUPPORT DURING TEST AND BALANCE IN ORDER TO CONFIRM CORRECT PROGRAMMING PARAMETERS IN
<br />THE PRODIGY CONTROLLER.
<br />2.04 VERIFICATION OF TEMPERATURE CONTROL
<br />THE TEST AND BALANCE AGENCY SHALL BE ASSISTED BY THE CONTROL CONTRACTOR IN VERIFYING THE
<br />OPERATION AND CALIBRATION OF ALL TEMPERATURE CONTROL SYSTEMS. THE FOLLOWING TESTS SHALL BE
<br />CONDUCTED:
<br />A. VERIFY THAT ALL CONTROL COMPONENTS ARE INSTALLED IN ACCORDANCE WITH PROJECT REQUIREMENTS
<br />AND ARE FUNCTIONAL, INCLUDING ALL ELECTRICAL INTERLOCKS, DAMPER SEQUENCES, AND FIRE AND SMOKE
<br />DETECTORS.
<br />B. VERIFY THAT ALL CONTROLLING INSTRUMENTS ARE CALIBRATED AND SET FOR DESIGN OPERATING
<br />CONDITIONS.
<br />C. VERIFY THE ACCURACY OF THE FINAL SETTING BY TAKING TEMPERATURE READINGS. THE READINGS SHALL BE
<br />IN A TYPICAL CONDITIONED SPACE FOR EACH SEPARATELY CONTROLLED ZONE.
<br />2.05 TEST AND BALANCE REPORT
<br />
<br />A. MERV-13 FILTERS SHALL BE INSTALLED PRIOR TO TEST AND BALANCE.
<br />B. CONTRACTOR SHALL COMPLY WITH THE REQUIREMENTS LISTED UNDER THE COMMISSIONING IN THE LEED
<br />PROTOTYPE GREEN SPECIFICATIONS.
<br />C. SYSTEM SHALL BE TESTED, ADJUSTED AND BALANCED WITH SUPERVISION BY NEBB CERTIFIED PERSONNEL
<br />D. TEST & BALANCE REPORT TO INCLUDE OUTSIDE AIRFLOW READINGS.
<br />E. EQUIPMENT SHALL BE BALANCED TO AIR FLOWS WITHIN:
<br />1. TERMINAL DEVICES & BRANCH LINES: ±10% OF DESIGNED LOADS
<br />2. MAIN DUCTS & AHU's: +5% OF DESIGNED LOADS
<br />3. OUTDOOR AIR: + 5% OF DESIGNED LOADS

<br />F. AN EMAIL TYPEWRITTEN COPY OF THE TEST AND BALANCE REPORT IS ALLOWABLE AND SHALL BE SUBMITTED

<br />A. AT THE TIME OF ACCEPTANCE OF THE TEST AND BALANCE REPORT, THE TEST AND BALANCE AGENCY SHALL, IF
<br />REQUESTED, RECHECK IN THE PRESENCE OF THE VERIZON WIRELESS REPRESENTATIVE, SPECIFIC AND
<br />RANDOM SELECTIONS OF DATA RECORDED IN THE CERTIFIED TEST AND BALANCE REPORT.
<br />B. POINTS AND AREAS FOR RECHECK SHALL BE SELECTED BY THE VERIZON WIRELESS REPRESENTATIVE.
<br />C. MEASUREMENTS AND TEST PROCEDURES SHALL BE THE SAME AS THE ORIGINAL TEST AND BALANCE.
<br />D. SELECTIONS FOR RECHECK, SPECIFIC PLUS RANDOM, SHALL NOT NORMALLY EXCEED 15% OF THE TOTAL
<br />NUMBER TABULATED IN THE REPORT, EXCEPT WHERE SPECIAL AIR SYSTEMS REQUIRE A COMPLETE RECHECK
<br />FOR SAFETY REASONS.
<br />E. IF RANDOM TESTS DEMONSTRATED A MEASURED FLOW DEVIATION OF 15% OR MORE FROM THAT RECORDED, A
<br />NEW CERTIFIED TEST AND BALANCE REPORT MUST BE SUBMITTED, AND A NEW INSPECTION TEST MADE, ALL AT
<br />NO ADDITIONAL COST TO VERIZON WIRELESS.
<br />1.00 GENERAL SPECIFICATIONS FOR AIR BALANCING AND TESTING
<br />1.01 GENERAL RESPONSIBILITIES
<br />SYSTEM SHALL BE TESTED, ADJUSTED AND BALANCED WITH SUPERVISION BY NEBB CERTIFIED PERSONNEL. THE
<br />T.A.B. REPORT SHALL INCLUDE MINIMUM & MAXIMUM OUTDOOR AIR FLOW READINGS.
<br />A. GENERAL CONTRACTOR WILL BE RESPONSIBLE FOR HIRING THE SERVICES OF AN INDEPENDENT, THIRD-PARTY,
<br />CERTIFIED TEST AND BALANCE AGENCY. UPON COMPLETION OF THIS JOB, TEST AND BALANCE AGENCY WILL BE
<br />REQUIRED TO GENERATE A CERTIFIED AIR BALANCE REPORT.
<br />B. GENERAL CONTRACTOR SHALL BE RESPONSIBLE TO SCHEDULE AND COORDINATE WITH TEST AND BALANCE
<br />CONTRACTOR TO PROVIDE THEM WITH ALL REQUIRED PAPERWORK AND TO BE PREPARED FOR THE TEST AND
<br />BALANCE AT THE SCHEDULED TIME.
<br />C. THE PLANS AND SPECIFICATIONS HAVE INDICATED DEVICES FOR THE PURPOSE OF ADJUSTING THE SYSTEM TO
<br />OBTAIN OPTIMUM OPERATING CONDITIONS. IT WILL BE THE RESPONSIBILITY OF THE MECHANICAL
<br />SUBCONTRACTOR TO INSTALL THESE DEVICES IN A MANNER THAT WILL LEAVE THEM ACCESSIBLE AND READILY
<br />ADJUSTABLE. THE TEST AND BALANCE AGENCY SHALL PROVIDE GUIDANCE IF THERE IS A QUESTIONABLE
<br />ARRANGEMENT OF A CONTROL OR BALANCING DEVICE.
<br />D. THE MECHANICAL CONTRACTOR AND THE SUPPLIERS OF THE HVAC EQUIPMENT SHALL ALL COOPERATE WITH
<br />THE TEST AND BALANCE AGENCY TO PROVIDE ALL NECESSARY DATA ON THE DESIGN AND PROPER
<br />APPLICATION OF THE SYSTEM COMPONENTS. IN ADDITION, THEY SHALL FURNISH ALL LABOR AND MATERIALS
<br />REQUIRED TO ELIMINATE ANY SYSTEM DEFICIENCIES.
<br />1.02 RESPONSIBILITIES OF THE MECHANICAL CONTRACTOR
<br />A. THE MECHANICAL CONTRACTOR SHALL COMPLETE THE INSTALLATION AND OPERATE ALL HVAC SYSTEMS TO
<br />ENSURE THEY ARE WORKING PROPERLY, AND SHALL PERFORM ALL OTHER ITEMS AS DESCRIBED HEREINAFTER
<br />TO ASSIST THE TEST AND BALANCE AGENCY IN PERFORMING THE TESTING AND BALANCING OF THE HVAC
<br />SYSTEMS.
<br />B. AIR DISTRIBUTION SYSTEMS
<br />1. VERIFY INSTALLATION FOR CONFORMITY TO DESIGN.
<br />2. TERMINATE ALL SUPPLY, RETURN, AND EXHAUST DUCTS AND PRESSURE TEST THEM FOR LEAKAGE, AS
<br />REQUIRED BY SPECIFICATION AND OR INDUSTRY STANDARDS.
<br />3. ENSURE THAT ALL SPLITTERS, EXTRACTORS, VOLUME AND FIRE DAMPERS ARE PROPERLY LOCATED AND

<br />5. ENSURE THAT AIR HANDLING SYSTEMS, UNITS AND ASSOCIATED SECTIONS, ACCESS DOORS, ETC., ARE
<br />BLANKED AND/OR SEALED TO ELIMINATE EXCESSIVE BYPASS OR LEAKAGE OF AIR.
<br />6. ENSURE THAT ALL FANS (SUPPLY, RETURN, RELIEF AND EXHAUST) ARE OPERATING AND FREE OF
<br />VIBRATION. MEASUREMENT OF CURRENT AND VOLTAGE SHALL BE MADE TO VERIFY THAT THE MOTORS DO
<br />NOT EXCEED NAME PLATE RATING.
<br />7. MAKE ANY NECESSARY CHANGES TO THE SHEAVES, BELTS AND DAMPERS, AS REQUIRED BY THE TEST AND
<br />BALANCE AGENCY, AT NO ADDITIONAL COST TO THE OWNER.
<br />8. INSTALL CLEAN FILTERS PRIOR TO TESTING.
<br />1.03 PRETEST AND BALANCE CHECK LIST TO BE PROVIDED TO THE INSTALLING CONTRACTOR
<br />SYSTEM START UP
<br />A. CHECK FUNCTIONS AND COMPONENTS LISTED IN 1.02.
<br />DUCT SYSTEMS AND AIR DISTRIBUTIONS:
<br />A. VERIFY THAT END CAPS, FLEXIBLE DUCTS, ACCESS PANELS, AND ALL PIECES OF AIR DISTRIBUTION ARE
<br />INSTALLED PER SPECIFICATIONS OR INDUSTRY STANDARDS.
<br />1.04 NOTIFICATION FOR TESTING AND BALANCING WORK TO BEGIN
<br />A. THE MECHANICAL CONTRACTOR SHALL NOTIFY THE TEST AND BALANCE AGENCY IN WRITING WITH A COPY TO
<br />VERIZON WIRELESS AND THE ARCHITECT WHEN ALL HEATING, VENTILATING AND AIR CONDITIONING SYSTEMS
<br />ARE COMPLETE AND READY FOR TESTING AND BALANCING. THE MECHANICAL CONTRACTOR SHALL ATTEST
<br />THAT HE HAS COMPLETED ALL ITEMS.
<br />B. THIS INSPECTION SHALL ESTABLISH THAT THE SYSTEMS MEET THE BASIC REQUIREMENTS FOR TESTING AND
<br />BALANCING. SHOULD THE INSPECTION REVEAL THE NOTIFICATION TO HAVE BEEN PREMATURE, ALL COSTS FOR
<br />THE INSPECTION AND WORK PREVIOUSLY ACCOMPLISHED BY THE TEST AND BALANCE AGENCY SHALL BE PAID
<br />FOR BY THE MECHANICAL CONTRACTOR. FURTHERMORE, SUCH ITEMS THAT ARE NOT READY FOR TESTING
<br />AND BALANCING SHALL BE COMPLETED AND PLACED IN OPERATIONAL READINESS BEFORE TESTING AND
<br />BALANCING SERVICES SHALL AGAIN BE REQUESTED.

<br />GENERAL REQUIREMENTS
<br />SHOPPING CENTER BMS CONTRACTOR, AS PART OF THIS SCOPE OF WORK, SHALL PROVIDE A SYSTEM OF
<br />TEMPERATURE CONTROLS INCLUDING THERMOSTATS, CONTROL PANELS, TIME SWITCHES, OVERRIDE TIMERS,
<br />DAMPER MOTORS AND RELAYS REQUIRED TO PROVIDE THE DESIRED SEQUENCE OF OPERATION. PROVIDE
<br />INTEGRATED WIRING DIAGRAMS SHOWING INTERCONNECTIONS BETWEEN FIELD-INSTALLED EQUIPMENT AND
<br />PACKAGE WIRING FURNISHED WITH THE HVAC EQUIPMENT.
<br />PER MALL STANDARDS, EACH RTU SHALL BE MONITORED AND CONTROLLED BY SHOPPING CENTER'S BMS.A
<br />MINIMUM OF ONE CONTROLLER TO BE INSTALLED IN EACH HVAC UNIT. EACH CONTROLLER TO HAVE AS A MINIMUM,

<br />TYPE THERMOSTAT, MANUAL CHANGEOVER, SWITCHING SUB-BASE, MULTI-STAGE AS REQUIRED TO MATCH UNIT
<br />COOLING/HEATING STAGING. LOW-VOLTAGE TYPE NON-PROGRAMMABLE HEATING AND COOLING THERMOSTATS
<br />SHALL BE HONEYWELL SERIES T FOCUSPRO 5000 OR EQUAL WITH INTEGRAL SUB-BASE. INSTALL THERMOSTATS AT
<br />48" AFF TO MEET ADA REQUIREMENTS UNLESS OTHERWISE NOTED ON THE PLANS.
<br />EQUIPMENT SUPPLIER SHALL PROVIDE SUPERVISION AND ON-JOB CHECKOUT SERVICE AS REQUIRED TO ENSURE
<br />THAT INSTALLATION MEETS REQUIREMENTS OF THE SPECIFICATION.
<br />AFTER COMPLETION OF INSTALLATION, SHOPPING CENTER BMS CONTRACTOR SHALL CALIBRATE & ADJUST ALL
<br />THERMOSTATS, CONTROL VALVES, MOTORS & OTHER EQUIPMENT PROVIDED AS PART OF THE TEMPERATURE
<br />CONTROL SYSTEM. HE SHALL THEN PLACE IN COMPLETE OPERATING CONDITION SUBJECT TO THE APPROVAL OF
<br />THE ENGINEER.
<br />TEMPERATURE CONTROLS SHALL BE CALIBRATED TO +/- 2-DEG F.
<br />TEMPERATURE CONTROLS SHALL ALLOW AN OCCUPANT ADJUSTMENT RANGE OF +/- 2-DEG F.
<br />TEMPERATURE CONTROLS SHALL BE LABELED WITH ASSOCIATED HVAC UNIT AND INSTALLED PER MANUFACTURER'S
<br />SPECIFICATIONS INCLUDING LOCATING THE UNITS ON SURFACES THAT ARE NOT EXPECTED TO EXPERIENCE
<br />RAPIDLY CHANGING TEMPERATURES.

<br />15A. 5 SEQUENCE OF OPERATION
<br />HVAC UNITS (EXCLUDING COMPUTER ROOM UNIT)
<br />SHALL SWITCH TO OCCUPIED MODE ONE HOUR BEFORE DOOR OPEN TIME AND SHALL SWITCH TO UNOCCUPIED MODE
<br />ONE HOUR AFTER DOOR CLOSE TIME.
<br />INTERIOR RELATIVE HUMIDITY IS LIMITED BY DESIGN TO LESS THAN 50% RELATIVE HUMIDITY TO COMPLY WITH
<br />VERIZON WIRELESS OPR.

<br />IF OUTDOOR AIR IS SELECTED FOR COOLING, THE OUTDOOR AIR DAMPER SHALL BE PROPORTIONED OPEN TO
<br />MAINTAIN BETWEEN 50 DEG. F. AND 56 DEG. F. SUPPLY AIR DISCHARGE TEMPERATURE.
<br />DEMAND VENTILATION –IF EQUIPMENT IS SO EQUIPPED
<br />PER ASHRAE 90.1, DURING UNOCCUPIED HOURS THE OUTDOOR AIR DAMPERS SHALL BE SET TO CLOSED. DURING
<br />OCCUPIED HOURS, THE OUTDOOR AIR DAMPER SHALL OPEN TO THE LOW MINIMUM POSITION AS PROGRAMMED INTO
<br />THE RTU PRODIGY CONTROLLER. PRODIGY PROGRAMMING SHALL BE ESTABLISHED BY THE TEST & BALANCE
<br />CONTRACTOR TO ACHIEVE THE LOW MINIMUM OUTSIDE AIRFLOW INDICATED IN THE HVAC UNIT SCHEDULE DURING
<br />BOTH LOW SPEED AND HIGH SPEED FAN OPERATION. IF INDOOR CO2 LEVELS RISE ABOVE 1050 PPM (BASED ON AN
<br />OUTDOOR BASELINE CO2 LEVEL OF 400 PPM AND 650 PPM DIFFERENTIAL -ADJUSTABLE) THE OUTDOOR AIR DAMPER
<br />SHALL MODULATE TOWARD THE HIGH MINIMUM POSITION AS PROGRAMMED INTO THE RTU PRODIGY CONTROLLER.
<br />OUTDOOR AIR DAMPER SHALL BE AT HIGH MINIMUM POSITION AT CO2 LEVELS OF 1150 PPM. PRODIGY

<br />THE EMS SHALL ALARM IF INDOOR CO2 LEVEL EXCEEDS 1400 PPM (ADJUSTABLE) FOR A PERIOD OF 120 MINUTES
<br />(ADJUSTABLE). ALARM SHALL CLEAR WHEN THE INDOOR CO2 LEVEL DROPS BELOW 1300 PPM (ADJUSTABLE) FOR 5

<br />ACCUMULATED RUNTIMES FOR THE COMPRESSOR AND INDOOR BLOWER SHALL BE PROVIDED.
<br />OUTDOOR AIR LOCKOUT
<br />WHEN TWO OR MORE UNITS SERVE A COMMON AREA (SALES FLOOR ZONE) THE OPERATING MODE
<br />(HEATING/COOLING) SHALL BE SET BY THE OUTDOOR AIR TEMPERATURE. WHEN THE OUTSIDE AIR TEMPERATURE IS
<br />GREATER THAN 50°F (ADJ) THE OPERATING MODE SHALL BE COOLING. WHEN THE OUTSIDE AIR TEMPERATURE IS
<br />LESS THAN 50°F (ADJ) THE OPERATING MODE SHALL BE HEATING.
<br />PROVIDE FREEZESTAT IN THE SUPPLY AIR DUCT TO SHUT DOWN THE SUPPLY FAN AND CLOSE THE OUTDOOR AIR
