CITY OF SANTA ANA <br />SPECIFICATIONS <br />PROJECT NO.: XX-XXXX <br /> PROJECT TITLE <br /> <br />10 <br />3-12.4.2 Storage in Public Streets <br />Add the following to this subsection: <br />Storage of equipment and materials on City residential streets or in the public right of way during <br />non-working hours shall not be permitted, and may only be placed in the public right of way for <br />purposes of use that day. <br />Overnight stockpiling of construction debris or excavated materials is not allowed. Contractor <br />must obtain written approval from the Engineer prior to storage of construction materials and <br />equipment on the street where improvements are planned, but at minimum, adequate flashing <br />barricades shall be provided. <br />No area is available within the contract limits for the exclusive use of the Contractor. However, <br />temporary storage of equipment and materials on City of Santa Ana property may be arranged <br />with the Engineer, subject to the prior demands of the City of Santa Ana. Use of the <br />Contractor’s work areas and other City of Santa Ana-owned property shall be at the Contractor’s <br />own risk, and the City of Santa Ana shall not be held liable for damage to or loss of materials or <br />equipment located within such areas. <br />The Contractor shall remove equipment, materials, and rubbish from the work areas and other <br />City of Santa Ana – owned property that the Contractor occupies at the conclusion of each <br />working day. <br />3-12.6.2 Best Management Practices (BMPs) <br />Add the following to this subsection: <br />If a project has LESS than one-acre of disturbed soil, the following shall apply: <br />After award of the contract and prior to Contractor commencing work, the Contractor shall <br />submit an Erosion and Sediment Control Plan, hereinafter referred to as ESCP, for review by the <br />Engineer. The ESCP shall include erosion and sediment control BMPs for all activities <br />occurring on the construction site and at any temporary storage yards that hold equipment and/or <br />materials. The ESCP, at a minimum, shall be prepared per the applicable guidelines outlined in <br />the California Storm Water Quality Association (CASQA) Best Management Practices <br />Handbook. The Contractor shall make any necessary revisions to the ESCP as directed by the <br />Engineer and the contractor shall not commence work until the ESCP has been approved by the <br />Engineer. The ESCP must be prepared by a licensed Civil Engineer; however the AGENCY <br />may waive the requirement of licensed Civil Engineer if the Contractor can satisfactorily prove <br />to the Engineer that the person preparing the ESCP is qualified in the field of erosion and <br />sediment control. <br />The Contractor shall keep a copy of the ESCP at the construction site at all times, for the <br />duration of the contract, and the Contractor shall implement all BMPs as shown in the ESCP, <br />unless granted approval by the Engineer. Failure to implement BMPs properly may res ult in <br />enforcement actions taken against the Contractor, by the AGENCY.
