CITY OF SANTA ANA <br />SPECIFICATIONS <br />PROJECT NO.: XX-XXXX <br /> PROJECT TITLE <br /> <br />11 <br />Extra erosion and sediment control BMPs shall be available on-site in order to replace failed <br />BMPs or to be implemented during storm events. The Contractor shall mitigate ALL non- <br />stormwater discharges from the construction site, unless granted approval by the AGENCY. The <br />area adjacent to the construction site shall remain free of sediment and shall be swept regularly to <br />be kept clean. <br />3-12.6.3 Storm Water Pollution Prevention Plan (SWPPP) <br />Add the following to this subsection: <br />If a project has MORE than one-acre of disturbed soil, the following shall apply: <br />Erosivity Waiver: <br />Projects that are smaller than 5 acres, have a rainfall erosivity value (R Value) less than 5, <br />and occur during the dry season (May-September) may qualify for an Erosivity Waiver. <br />The Engineer will determine whether or not a project qualifies for an Erosivity Waiver <br />and will notify the Contractor. The Contractor shall not assume a project qualifies for an <br />Erosivity Waiver without consulting the Engineer. <br />If the Engineer determines a project does qualify for an Erosivity Waiver, the Contractor <br />shall submit an ESCP, in accordance with section 7-8.6.2. In addition, the Contractor <br />shall have a licensed Qualified SWPPP Developer (QSD) prepare and submit an <br />Erosivity Waiver to the Stormwater Multiple Application and Report Tracking System <br />(SMARTS). The AGENCY may link the Contractor’s QSD as a “Data Entry Person” on <br />SMARTS, allowing the Contractor’s QSD to access the project and upload all necessary <br />documents for an Erosivity Waiver. The AGENCY will certify and submit all documents <br />on SMARTS to the Regional Board. <br />In the event a project is delayed and the construction period is longer than first <br />anticipated, or the disturbed land area increases in size, the project may no longer be <br />eligible for an Erosivity Waiver. The Engineer will determine whether or not a project’s <br />Erosivity Waiver is no longer valid and will notify the Contractor. In the event an <br />Erosivity Waiver is no longer valid, the Contractor shall comply with the following <br />requirements: <br />This project has been identified as a Risk Level # Project and shall comply with all requirements <br />outlined in the most current National Pollution Discharge Elimination System (NPDES) General <br />Permit for Stormwater Discharges Associated with Construction and Land Disturbance <br />Activities, hereinafter referred to as the Construction General Permit. The most current <br />Construction General Permit can be found on the State Water Resources Control Board Website <br />here: <br />http://www.swrcb.ca.gov/water_issues/programs/stormwater/constpermits.shtml <br />As part of the permitting process, the Contractor shall administer a SWPPP. The purpose of the <br />SWPPP is to mitigate any pollutants associated with construction activities from entering the <br />Municipal Separate Storm Sewer System (MS4).
