Addendum to EIR No. 1988-01, AA No. 2015-01, GPA No. 2015-01 & ZOA No. 2015-01 — <br />Amend the Bristol Street Specific Plan <br />May 15, 2018 <br />Page 2 <br />land uses in the area, identified uses that were only minimally impacted and could remain and <br />those that needed to be acquired. The Plan also identified ways to reuse remnant parcels created <br />by the right-of-way acquisitions. Although completed phases of the projects were developed <br />consistent with the Bristol Street Corridor Specific Plan, new phases were designed using a <br />narrower roadway. These recent reductions in the right-of-way increased the number and size of <br />remnant parcels and created an opportunity to generate additional revenues through the sale of <br />the remnant properties. The resulting revenues could then be used to finance unfunded portions <br />of the Bristol Street widening and ultimately complete the project. However, the revised design <br />was not in conformance with the Bristol Street Corridor Specific Plan. <br />As a result, staff is proposing to amend the Bristol Street Corridor Specific Plan to allow potential <br />development along certain parcels within the corridor. Parcels that were previously identified for <br />Parks/Open Space purposes are proposed to be changed to Commercial (if adjacent to existing <br />commercial uses), or to Residential uses if the parcels are adjacent to residential development or <br />are located on a secondary street with no access to Bristol Street. Other proposed land use <br />changes include adding parcels to the Plan that were erroneously omitted from the original Specific <br />Plan document and amending the designation of properties previously identified as Redevelopment <br />District and Conditional Use to either Commercial or Residential to be consistent with the original <br />intent of the Plan. If approved, the Plan will designate 33 parcels of land for potential development. <br />Additionally, properties acquired as part of the Bristol Street improvement project will be added to <br />the list of real properties available for disposition as required in the City's Real Property <br />Disposition Administrative Policy. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies); and Goal #5 - <br />Community Health, Livability, Engagement & Sustainability, Objective #3 (facilitate diverse <br />housing opportunities and support efforts to preserve and improve the livability of Santa Ana <br />neighborhoods); and Objective #4 (support neighborhood vitality and livability). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Minh Thai <br />Executive Director <br />Planning & Building Agency <br />VF:rb <br />S:RFCA\05-15-18VOA15-01 AA15-01 GPA15-01 Bristol St.cc <br />Exhibits: A.
