The same services can also be made available to the <br />City of Santa Ana If requested, The project's federal funding documentation scope is based on <br />processing a project that meets the requirements for a Programmatic Categorical Exclusion <br />Environmental Document. It is our understanding that the proposed project will be constructed within <br />the existing City acquired Right -of -Way (R/W), Based on the project's scope, the preparation of any <br />special environmental investigation and/or preparation of technical environmental studies has been <br />excluded. <br />The following sub•tasks have been outlined In order to capture the typical wort( items n.eeessary to <br />provide federal funding documentation support services: <br />L99PIO A Submit EgLUEPA L <br />This sub -task Includes all hours necessary to complete and obtain approval forthe PES package, The <br />federal documentation process will be Initiated by conducting the following Introductory Casks: <br />• Review tile City's funding documentation <br />Attend project Irick off meeting. <br />Ensure the project Is properly programmed In the PTIP <br />o Prepare exhibits to Obtain a Pederal Project Number from CT <br />Ensure thotthe City has an updated Quality Assurance Program (QAP); If not, update City's CNP <br />The environmental approval (PES) process will include the following tasks: <br />0 Visit the project site( take photographs and notes <br />0 Prepare the Preliminary Environmental Studies (PES) form <br />Review the PES form with the City <br />• RevLso the PES form based on CT's comments <br />o ..Coordinate with CT to Obtain s NEPA,approval <br />Deliverables: <br />✓ Site photos & Field Review Form <br />✓ <br />PH package & Revisions (A's needed) <br />✓ NEPA NOE Documentation <br />PreVare_& Submit R/W Certifleation; <br />1"Ili <br />s sub -task Includes all hours necessary to complete and obtain approval for the R/W Certification <br />package. The Items of work included In this sub -task are: <br />Review CT R/W certification requirements with design team <br />Compile all utility coordination records & wort< items <br />Compile approved CT encrosohment permit documontotlon <br />+ Prepare the required R/W certiflcatlon package <br />Deliverables: <br />✓ R/W Certification Package & Revisions (As Needed) <br />Prepare & submit E 76 Application; <br />This sub -task Includes all hours necessary to complete and obtain approval for the RFA/e=76 Application <br />Package. The Items of work included In this sub -task are: <br />Ensure that City has approved DBE documentations for FFY 15/16 <br />• Review final Engineer's Estimates for DBC sub -contracting opportunities <br />Prepare a contract specific Construction Management (CM) and construction DBE goals (If CM <br />services will be funded with Federal funds) <br />• Review the plans <br />�II TAIT Page 118 <br />
