Ms. Rios has a BA in Psychology and a Juris Doctorate degree and serves as a board member for <br />the Santa Ana Federal Credit Union, a not-for-profit financial institution that serves the Santa <br />Ana community with low-cost banking services. <br />Chief Operations Officer, Alicia Rodriguez has a BA in International Studies/Political Science <br />and an MS in Global Health Sciences. She has been with Delhi Center for over 3 years and is <br />currently the business manager who oversees financial management and organizational <br />accountability of the center. She has expertise in budgeting, program evaluation, community <br />engagement, and compliance with government regulations. Ms. Rodriguez is also experienced in <br />staff supervision and evaluation, developing and managing goals and objectives, documenting <br />and tracking outcomes, and human resource management. <br />Board President, Dr. Rigo Rodriguez was the youngest of thirteen children in a Mexican <br />farmworker family. He experienced many struggles in his journey to become the college <br />professor he is today. Other board members have similar backgrounds. Jose Perez grew up in a <br />family of eight with first generation immigrant parents of humble means. He retired from the <br />City of Santa Ana Parks and Recreation where he worked for 36 years and is now retired but <br />continues to volunteer in Santa Ana. Juanita Hernandez has been a Santa Ana resident since 1998 <br />and was very involved as a parent leader at her children's schools for many years. <br />Jessica Gutierrez grew up in Santa Ana and has worked with under -represented, low income <br />communities and has been a mentor and volunteer for many years. Yvette Gutierrez was born <br />and raised in Santa Ana and has a law firm in Santa Ana that serves primarily monolingual <br />Spanish speakers with their immigration needs. Bob Silva served the Santa Ana community for <br />over 40 years as a teacher, principal and volunteer. He was instrumental in working with resident <br />leaders and city officials to fund and build Delhi Center at its current location. <br />Delhi Center staff includes nine female and four male employees, all of which are Hispanic and <br />bilingual in English and Spanish. Staff ages range from early twenties to over sixty and offer a <br />wide range of experiences, skills, and talents. The younger staff are more tech savvy and the <br />more mature staff have extensive experience that is used to guide and mentor the younger staff. <br />The CEO recognizes the talents of each staff member and assigns tasks based on those strengths <br />and helps build skills around weaker areas. Some staff started as interns and volunteers when <br />they were teens or in college and some were actually clients and/or program participants and <br />received services at Delhi Center before becoming involved as volunteers and then being hired <br />on a part-time basis and then promoting up to full time. <br />
