City of Santa Ana <br />consistent problems in meeting and/or maintaining the response time <br />requirements will be a key factor in determining whether to grant contract <br />extensions. This RFP requires the highest levels of performance, reliability, <br />and compliance with the established performance criteria and service <br />delivery criteria, and the mere demonstration of effort, even diligent and <br />well-intentioned effort, will not substitute for proper compliance. <br />E. Waiver <br />Any monetary penalty that may be imposed pursuant to this Section may <br />be waived, upon a showing of good cause, at the sole discretion of the <br />OCFA whose decision shall be final. <br />4.3.11 Emeggency On -Scene Procedures <br />A. Contractors must perform as a part of the patient care team and must be <br />able to perform all BLS treatment modalities within their scope of practice, <br />as required by OCEMS. <br />B. All ambulance Transportation Personnel assigned by Contractor to perform <br />9-1-1 Emergency Transportation Service under the contract must: <br />L Be trained in Orange County EMS protocol and procedure; <br />ii. Work under the direction of the OCFA Incident Commander and/or the <br />OCFA EMT -Paramedic in charge of the patient(s) and/or incident; <br />iii. Fully cooperate with and abide by the instructions of the OCFA Incident <br />Commander and/or the OCFA EMT -Paramedic in charge of the patient(s) <br />and/or incident; <br />iv.
