RFP No. 18-043 <br />Al -Environmental Site Assessment <br />• Engage with the City's Public Works Agency to develop a clear understanding of all project objectives <br />and obtain any available site information. After approval from the City, engage with the RWQCB, the <br />lead regulatory agency overseeing the LUST cleanup site. <br />• Complete a Phase I ESA to identify on- and off-site environmental concerns. As part of the Phase I <br />ESA, research the SWRCB's GeoTracker and the DTSC's EnviroStor databases for information <br />about the site and the neighboring properties. <br />• Complete a Phase II ESA based on the results of the Phase I ESA (including a soil vapor survey to <br />address the potential VEC for existing and proposed structures). Although the focus of the <br />assessment will be to allow the City to redevelop the facility, It is expected that this work will be done <br />under the oversight of the RWQCB who may require a more expansive assessment. <br />• Conduct monitoring activities for existing groundwater wells as needed in conformance with the <br />RWQCB's existing standards for the site. <br />• Prepare summary reports of Phase II ESA activities and groundwater monitoring activities. <br />• Recommend the engagement of the City 's legal department for determining liability of cleanup <br />beyond the known extent of contamination. <br />• Prepare an engineer's estimate of the cost to remediate and monitor, if necessary, any impacts to the <br />site. <br />• Support City's environmental counsel in successful liability negotiations with identified PRPs. <br />• Work closely with the RWQCB and the City to achieve site closure. <br />ENVIRONMENTAL CONCERNS AND CONSTITUENTS OF CONCERN <br />The following is a list of the environmental concerns associated with this site: <br />• Known gasoline fuel release to soil, soil vapor and groundwater.
