Anonymous, and religious services are often offered in these Dayroom area <br />classrooms. The program area modification which also should be considered <br />include: <br />Remove carpet and any soft materials and <br />replace with durable flooring, paint, and graffiti <br />resistant items. <br />Work with local volunteer, religious, and <br />program organizations to provide instructors, <br />materials, and resources for items such as <br />computers or library books. <br />Work with community outreach organizations to <br />provide social services and assistance to <br />residents to secure medication and housing <br />once their stay is complete. <br />Recreation Yards (Optional): The Jail contains 7,930 square feet of recreation yard <br />space. Each housing unit on the 3rd and 4th floors (other than Units 4D & 4E) have <br />dedicated quasi -outdoor recreation yards that allow for natural daylight and fresh air. <br />�^— 9 Each recreation yard is enclosed on all sides, has <br />a partially screened roof, and fire egress doors. <br />All portions of each yard are paved. They include <br />an open-air restroom that should be updated for <br />modesty, and two drinking fountains. The yards <br />are large enough for basketball, handball, <br />volleyball, and weight lifting. They also provide a <br />�~ nice place for residents to sit outside for some <br />fresh air and the addition of benches and seating <br />is suggested. The recreation yards are separate <br />from one another making it quite easy to designate yards for differing populations. <br />The modifications which should occur in the facility's recreation yard would include: <br />- Update restroom for modesty and privacy. <br />- Install durable, graffiti resistant benches and seating so residents can get fresh <br />air and natural light. <br />- Install or make available lightweight and easy to use exercise equipment <br />(weights, exercise mats, balls, etc.) <br />- Add durable, graffiti resistant tables and stools for outdoor dining and table <br />games. <br />C. Fiscal Analysis: For the purposes of this assessment, the consultant team was not <br />able to identify and estimate the yearly costs which would be associated with the <br />operation of a homeless shelter facility reuse option. Staffing levels, particularly the <br />use of volunteers and the degree to which personal supportive services are available <br />at the homeless shelter, will need to be determined by the City before a draft budget <br />is developed. In order get a better understanding of the range of costs which could <br />be associated with a homeless center, the consultants met with the management <br />staff of a large 200 bed homeless shelter recently opened by the City of Sacramento <br />in a renovated former warehouse facility located in the North Sacramento area <br />community. <br />The discussions revealed that the City is currently spending approximately $400,000 <br />a month to operate the 200 bed "triage" shelter opened in December 2017. These <br />expenditures cover the cost of social services personnel, portable showers, and extra <br />police patrols required for security at the building.
