Opportunities <br />- Development of the commercial data center reuse option could possibly provide <br />a new revenue source to offset the City's building debt service cost. <br />Negative Impacts (Threats) <br />- The City could face significant competition with experienced data center <br />providers. <br />- Needed modifications to the Jail will be expensive in relation to accommodate <br />minimal services. Ideally, data centers are built in suburban locations in industrial <br />type, single story windowless structures with large floor plates unlike the Jail. <br />- The City may have to undertake a CEOA process because of the change in <br />building use. <br />- Maintaining stable temperatures and humidity within tight tolerances is critical to <br />IT system reliability and may not be met within the detention facility without <br />extensive modifications. A commercial data center service will also cause the <br />provider to pay expensive monthly power rates. <br />Unresolved Issues <br />- See page 28 of this Executive Summary section for narrative description. <br />Key Summary Observations <br />Overall, the Santa Ana City Jail poses numerous challenges to integrating a <br />state-of-the-art data center design. Based on its location, multiple story <br />configuration, confined and compartmentalized (non -cohesive) floor plans, <br />minimally -purposed electrical system and mechanical systems designed for <br />personal air conditioning only, these facilities are generally not <br />accommodating to the demanding design requirements for a data center and <br />will require extensive renovations to serve as such. Additionally, the <br />equipment loading may significant effect the structural stability of the third and <br />fourth floors, thus a structural analysis would need to be completed upon <br />knowledge of the exact data center equipment anticipated. Finally, the <br />significant revamping of the space and systems for a total of 7.6% of the total <br />floor area may not be cost-effective given the uncertainty of changing <br />technology and structural adaptability. <br />Jail Reuse Feasibility Study <br />Vanir Consultant Team Recommended Feasibility Options Ranking <br />Based on the results of the analysis and evaluation process, a summary <br />ranking from best to worst for the implementation of the proposed five jail <br />reuse feasibility options was established by the Vanir consultant team. <br />Analysis of this information and related fiscal impact data was used to form <br />the following recommended implementation ranking: <br />Commercial Data Center Use <br />Recommended Ranking: Jail Reuse Implementation Option #5 <br />`*A <br />65A-34 <br />
