City of Santa Ana <br />Impact Statement Impact Summary Findings <br />Greenhouse'Gas Emissions <br />Impact 4.3-1: Development of <br />the proposed project would <br />result in a net increase in <br />emissions over existing <br />conditions and would be <br />considered a significant impact. <br />Impact 4.3-2: The proposed <br />project would not conflict with an <br />applicable plan, policy, or <br />regulation adopted for the <br />purpose of reducing GHG <br />emissions. <br />2. CEQA Findings <br />impacts would be reduced to less impacts on human remains within the MEMU Overlay Zone expansion area <br />than significant. would be reduced to less than significant. <br />The proposed project's net <br />operational GHG emissions in <br />2040 would exceed the <br />"substantial progress" efficiency <br />metric, and thus the project could <br />conflict with the greenhouse gas <br />(GHG) emissions reduction <br />trajectory for 2050 under <br />Executive Order (EO) S-3-05. To <br />reduce the proposed project's <br />GHG emissions in 2040, <br />mitigation is recommended; <br />however, given that the proposed <br />project would need to reduce its <br />net GHG emissions by more than <br />80 percent to meet the <br />"substantial progress" efficiency <br />metric, these mitigation measures <br />would not be able to achieve such <br />a drastic reduction in the <br />proposed project's GHG <br />emissions <br />The City's CAP, adopted in 2015, <br />contains measures to reduce GHG <br />emissions related to <br />transportation and land use, <br />community -wide energy, <br />municipal operations, and solid <br />waste, water, and wastewater. <br />The proposed project would be <br />consistent with the relevant <br />goals, objectives, policies, and <br />measures contained in the City's <br />Findings 1 and 3. No additional feasible mitigation is available. <br />Implementation of mitigation measures MM -OZ 4.2-2 through MM -OZ 4.2- <br />16 from the MEMU EIR and newly developed mitigation measures MM -AQ - <br />2 and MM-GHG-1 through MM-GHG-6 would reduce GHG emissions to <br />some extent; however, GHG emissions generated by buildout of the <br />proposed project would represent a significant and unavoidable impact. <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Implementation of mitigation measures MM-GHG-1 through MM-GHG-6 <br />would ensure compliance with applicable planning documents, policies, and <br />regulations adopted for the purpose of reducing GHG emissions, and any <br />impacts would be less than significant. <br />Metro East Mixed -Use Overlay District Expansion and Elan August 2018 <br />Development Projects 2-5 ICF 19.18 <br />Findings of Fact/Statement of Overriding Considerations <br />
