City of Santa Ana <br />Impact Statement Impact Summary Findings <br />Impact 4.7-2: Operation of the <br />proposed project could expose <br />land uses to noise levels that <br />exceed the standards established <br />by the City of Santa Ana General <br />Plan. <br />Impact 4.7-3: Construction <br />activities associated with the <br />proposed project would generate <br />a substantial temporary increase <br />in ambient noise levels. <br />Impact 4.7-4: Construction of the <br />proposed project could generate <br />or expose persons or structures <br />to excessive groundborne <br />impacts associated with <br />construction -related noise would <br />be reduced to less than <br />significant. <br />Sources of project -generated <br />noise could include new <br />stationary sources, such as <br />rooftop heating, ventilation, and <br />air conditioning systems. <br />In addition, implementation of <br />the proposed project would lead <br />to the development of residential <br />uses in areas where noise levels <br />exceed the 65 A -weighted decibel <br />(dBA) threshold. However, with <br />implementation of mitigation this <br />impact would be reduced to less <br />than significant. <br />Sensitive receptors within 25 feet <br />of future development project <br />sites in the MEMU Overlay Zone <br />expansion area could experience <br />maximum noise levels up to 95.6 <br />dBA as a result of construction <br />activities. This would exceed the <br />ambient noise levels by up to <br />approximately 27 decibels (dB), <br />which would be very noticeable <br />and could generate a temporary <br />nuisance. With implementation of <br />mitigation this impact would be <br />less than significant. <br />Sensitive receptors that are at or <br />within 50 feet of potential project <br />construction sites may <br />experience vibration levels <br />2. CEOA Findings <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Implementation of mitigation measures MM -OZ 4.9-6, MM -OZ 4.9-7, and <br />MM-NIO-1 would ensure that noise levels within interior living spaces of <br />the residential units do not exceed the 45 dBA interior noise standard <br />established in the City's General Plan and reduce potential impacts to less <br />than significant. <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Implementation of mitigation measures MM -OZ 4.9-1 through MM -OZ 4.9- <br />4 from the MEMU EIR would ensure that construction noise occurs only <br />during the hours exempted by the Municipal Code and would reduce <br />potential impacts to less than significant. <br />Findings 1 and 3.
