City of Santa Ana <br />Impact Statement <br />vibration if sensitive receptors <br />that are at or within 50 feet of <br />potential project construction <br />sites. <br />Impact 4.7-5: Operation of the <br />proposed project would generate <br />increased local traffic volumes <br />that would cause a substantial <br />increase in ambient noise levels <br />in the project vicinity. <br />Impact Summary <br />during construction activities that <br />exceed the Federal Transit <br />Administration's (FTA's) <br />vibration impact threshold of 85 <br />VdB (vibration velocity in <br />decibels) for human annoyance. <br />Implementation of mitigation <br />would help to reduce this impact, <br />but not to a less -than -significant <br />level; therefore, this impact <br />would remain significant and <br />unavoidable. <br />Five roadway segments within <br />the Overlay Zone would exceed <br />the 3.0 dBA Community Noise <br />Equivalent Level (CNEL) increase <br />with implementation of the <br />proposed project (Fourth Street <br />between Golden Circle Drive and <br />Tustin Avenue; First Street <br />between Grand Avenue and Lyon <br />Street; First Street between <br />Golden Circle Drive and Tustin <br />Avenue; Cabrillo Park Avenue <br />between Fourth Street and First <br />Street, Tustin Avenue between <br />Fourth Street and First Street). <br />These increases of 3 dBA CNEL <br />would constitute a substantial <br />permanent increase in ambient <br />noise levels due to <br />implementation of the proposed <br />project. As there is no feasible <br />mitigation to reduce this impact, <br />this impact would be considered <br />significant and unavoidable. <br />2. CEQA Findings <br />Findings <br />Implementation of mitigation measures MM -OZ 4.9-1 through MM -OZ 4.9- <br />4 from the MEMU EIR would help to reduce potential impacts by limiting <br />the hours of construction and implementing BMPs. However, it may be <br />possible that construction activities could occur as close as 25 feet from <br />sensitive receptors. The only mitigation measure that would eliminate the <br />vibration impact would be to limit construction activities within 50 feet of <br />sensitive receptors. Because it is not feasible to prohibit construction within <br />50 feet of all existing sensitive receptors, there is no feasible mitigation <br />available for this impact. No additional mitigation is considered feasible to <br />reduce this impact; thus, this is considered a significant and unavoidable <br />impact. <br />Finding 3.
