Therefore, <br />impacts resulting from the Elan Project would <br />be less than significant. <br />ogy and Water` Qual <br />Hydrolity <br />Impact 4.5-E1: Implementation of the Elan <br />Project would not violate water quality <br />standards, waste discharge requirements, or <br />otherwise substantially degrade water quality. <br />Impact 4.5-E2: Development of the Elan <br />Project could alter the existing drainage pattern <br />of the site and potentially result in erosion and <br />siltation. <br />Impact 4.5-E3: Development of the Elan <br />Project could alter the existing drainage pattern <br />and potentially result in increased downstream <br />flooding through the addition of impervious <br />Construction of the Elan Project would increase <br />the amount of impervious surfaces on site and <br />potentially increase the amount of stormwater <br />runoff. <br />Construction activities associated with the Elan <br />Project would involve demolition, grading, <br />excavation, paving, and other earth -disturbing <br />activities, which could result in the alteration of <br />existing drainage patterns. In addition, <br />operation of the project could increase the <br />volume of sediment -laden runoff discharging <br />from the Elan Project site. <br />The Elan Project was identified as susceptible <br />to hydromodification due to an increase in <br />impervious surfaces and therefore an increase <br />in runoff volume. <br />Finding 1. Changes or alterations have been <br />required in, or incorporated into the project <br />which avoid, substantially lessen, or reduce the <br />magnitude of the significant environmental' <br />effect. <br />Implementation of mitigation measure MM -OZ <br />4.7-1 from the MEMU EIR and compliance with <br />City's MS4 requirements, provisions of the <br />City's Local Implementation Plan (LIP) and <br />Orange County Drainage Area Master Plan <br />(DAMP), and the installation of infiltration and <br />biotreatment BMPs, would reduce potential <br />impacts to less than significant. <br />Finding 1. Changes or alterations have been <br />required in, or incorporated into the project <br />which avoid, substantially lessen, or reduce the <br />magnitude of the significant environmental <br />effect. <br />Implementation of mitigation measure MM -OZ <br />4.7-1 from the MEMU EIR and compliance with <br />City's MS4 requirements, provisions of the <br />City's LIP and Orange County DAMP, and the <br />installation of infiltration and biotreatment <br />BMPs, would reduce potential impacts to less <br />than significant. <br />Finding 1.
