CEQA Findings <br />Impact Statement Impact Summary Findings <br />surfaces, or exceed the capacity of existing or <br />planned stormwater drainage systems. <br />Noise <br />Impact 4.7-E1: Construction activities <br />associated with the Elan Project would generate <br />temporary noise levels in excess of the noise <br />limits typically imposed by the City of Santa Ana <br />Municipal Code. <br />Impact 4.7-E2: Operation of the Elan Project <br />could expose land uses to noise levels that <br />exceed the standards established by the City of <br />Santa General Plan, which would be a <br />significant impact. <br />Sensitive receptors in the project vicinity could <br />experience noise levels up to 95.6 dBA as a <br />result of construction activities. The <br />construction equipment used on any given day <br />could be mobile across the entire project site. <br />Therefore, the duration of activity close to any <br />individual receptor would be limited, and noise <br />levels would reduce rapidly as work moves <br />away from the receptor location. <br />Sources of project -generated noise could <br />include new stationary sources, such as rooftop <br />heating, ventilation, and air conditioning <br />systems. In addition, implementation of the <br />proposed project would lead to the <br />magnitude of the significant environmental <br />effect. <br />Implementation of mitigation measure MM -OZ <br />4.7-2 from the MEMU EIR would require the <br />Elan Project submit a Hydrology Study to the <br />Public Works Department for review and <br />approval. With implementation of infiltration <br />and biotreatment BMPs and mitigation measure <br />MM -OZ 4.7-2, the Elan Project would not cause <br />the rate or amount of surface runoff to result in <br />flooding on or off site or exceed the capacity of <br />existing or planned stormwater drainage <br />systems. Impacts would be less than significant. <br />Finding 1. Changes or alterations have been <br />required in, or incorporated into the project <br />which avoid, substantially lessen, or reduce the <br />magnitude of the significant environmental <br />effect. <br />Implementation of mitigation measures MM -OZ <br />4.9-1 through MM -OZ 4.9-4 would limit noise - <br />generating construction activity to the <br />exempted daytime hours and would require <br />implementation of standard noise reduction <br />methods to minimize potential annoyance at <br />nearby noise -sensitive receptors. With the <br />implementation of these measures, impacts <br />would be less than significant. <br />Finding 1.
