the Navy's airfields. In an effort <br />to move away from a paper <br />based pavement analysis, the <br />Navy has upgraded to using <br />a GIS based tool that utilized <br />GPS and a tablet in the field to <br />organize and store pavement <br />distress data geospatlally. With <br />this upgrade the Navy realized <br />that their current CAD models <br />of the airfields lacked the <br />accuracy to fully take advantage <br />of this technology, Tetra Tech <br />was hired to survey and create <br />highly accurate CAD models of <br />three airfields, Tetra Tech would <br />then export those models Into <br />GIS and create a database <br />that could be imported Into the <br />Navy's pavement management <br />software. Additionally, Tetra Tech <br />has been tasked with Importing <br />historic distress data Into these <br />newly created models to create <br />a GIS interface that will produce <br />graphics and reports that NAVFAC <br />can use as part of their broader <br />pavement management program. <br />Mr., Cullison, along with other <br />Tetra Tech experts, worked to <br />devise a complete workflow from <br />the field survey process through <br />the CAD Import and Iinework <br />generation into the GIS database <br />creation that utilized the extents <br />of the available automated <br />functions of the Trimble survey <br />equipment, AutoCAD Civil 3d and <br />Earl ArcGIS, <br />Boundary Surveys for NRCS <br />Easements, (FY16) Natural <br />Resources Conservation <br />Services, CA. Survey <br />Technician. Mr. Cullison was <br />responsible for providing field <br />surveying services for the Natural <br />Resources Conservation Services <br />(NRCS) Wetland Restoration <br />and Protection (WRP) Easement <br />Program. Tetra Tech was <br />contracted four years in a row by <br />the NRCS to provide boundary <br />surveys, legal descriptions and <br />exhibits, and GIS data for 53 <br />separate sites In 23 California ' <br />counties. Project sites range in <br />size from 11 to 4,800 acres and <br />are mostly located in agricultural <br />crop or grazing land. The survey <br />work consists of performing field <br />boundary surveys to define the <br />parent parcel, and topographic <br />surveys to define the WRP <br />easement boundary. Once <br />the boundaries are defined, <br />legal descriptions and plats <br />are produced to accompany <br />warranty deeds, thus creating the <br />easements, The final stage of the <br />project includes monumenting <br />the angle points of the easement. <br />Tetra Tech will install easement <br />witness posts at 500-foot <br />intervals along the boundary of <br />the easement, Once these tasks <br />are completed, Tetra Tech will <br />file Records of Survey for the <br />boundaries in the county In which <br />the WRP easement is located. <br />Critical to this project Is adherence <br />to an aggressive schedule of 90 <br />days for completion of each site's <br />surveytasks. <br />Map Checking Services, City <br />of Pismo Beach, Pismo Beach, <br />CA. SurveyTechniclan,Under <br />the direction of the Contract <br />City Surveyor, Mr, Cullison was <br />responsible for providing map <br />checking and certification <br />services to the City of Pismo <br />Beach, Responsibilities include <br />plan checking Parcel Maps, Tract <br />Maps, Certificates of Compliance, <br />Lot Line Adjustments, Voluntary <br />Mergers and easement submittals <br />for the City, and redlining <br />submitted check prints In order <br />to address necessary changes <br />and/or omissions based upon the <br />requirements of The Subdivision <br />Map Act and local City Ordinances. <br />Cadastral Modernization <br />Program (CMP), NAVFAC <br />Northwest, Phase iII, Various <br />States. Survey Technician, <br />Mr. Cullison was responsible <br />for surveying and mapping <br />efforts In support of the Navy's <br />Cadastral Modernization Program. <br />Tetra Tech's duties Include <br />the creation of a database <br />management system that allows <br />concurrent management of <br />over 4,000 cadestral related <br />discrepancies. A standard <br />operating procedure guide is <br />being developed to provide a <br />repeatable, comprehensive real <br />estate records management <br />and mapping process from the <br />finalization of a real estate action <br />to the creation end delivery of a <br />final Real Estate Summary Map <br />(RESM), This will provide a tool <br />to support sound management <br />practices and Informed decision <br />making. Through the CMP <br />Program, Tetra Tech has helped <br />the Navy further develop their <br />RESM rules, updated hundreds of <br />GIS parcel Information to update <br />the Navy's GeoReadiness Explorer <br />(GRX), an Internet -based decision <br />support application that Is a key <br />piece of the Navy's GeoReadiness <br />Program, and edited numerous <br />INFADS property record cards, <br />Pacific Gas and Electric <br />(PG&E) Interconnect Land <br />Net, Pacific Gas and Electric <br />(PG&E), Paso Robles, CA, <br />Survey Technician, Mr. Cullison <br />is responsible for surveying and <br />mapping services to prepare <br />base topographic mapping for <br />approximately 40 miles of possible <br />future PG&E electric transmission <br />line alignment to connect to a <br />proposed PG&E Substation, Tetra <br />Tech is performing the research <br />and field work necessary to create <br />the Land Net base of property and <br />franchise lines along the proposed <br />routes. <br />
