PROPOSAL TO PROVIDE FIRE/EMS EMERGENCY TRANSPORTATION & RELATED SERVICES <br />CITY OF SANTA ANA <br />Data Management and Time Frames <br />The Care Ambulance Quality Improvement Program is designed to be dynamic and change, as <br />the company and customer needs change. Our ability to collect and manage data is a key to the <br />success of our CQI program. Information that is collected is evaluated and maintained in a <br />database for future reference. <br />The QA/QI Manager generates monthly reports on identified quality indicators. These reports <br />are shared with the Company Executives, Company Medical Director, Department Directors, <br />and other appropriate managers. Quality indicators specific to patient care are shared with field <br />employees. Field employees have open communication in the quality process. They can direct <br />questions, comments, or suggestions directly to the QA/QI Manager. The employees <br />performing the job many times have the best perspective. <br />Meeting and Exceeding RFP CQI Standards <br />Care Ambulance fully complies with all federal, state and local medical standards, protocols, <br />rules and regulations applicable to the provision of emergency BLS ambulance transportation, <br />including those established by the Orange County EMS Agency. In addition, Care's internal CQI <br />process is directed at, but not limited to, effective administration and management of clinical <br />performance, response time performance, driver performance, dispatch performance, and <br />other BLS service levels. <br />We believe that our CQI process exceeds the standards and requirements set forth in the RFP. <br />Our CQI process clearly covers all topics related to BLS ambulance transportation. It not only <br />exceeds the specified requirements of effective administration and management of clinical <br />performance, response time performance, driver performance, and dispatch performance but <br />also includes records, reports and documentation, radio and telephone communications, <br />compliance with preventative maintenance, and repair of ambulances and on -board <br />equipment, infection control and employee safe practices, medical supply management, human <br />resource practices, and employee education, and training. <br />We propose to further expand our existing CQI process to include a commitment to meet <br />monthly or quarterly with City of Santa Ana officials and representatives of OCFA to discuss <br />areas of mutual concern or opportunities for improvement. We propose to work collaboratively <br />with Santa Ana and OCFA to develop CQI processes that are essential to the safe, efficient <br />operations of their emergency ambulance service. By understanding what is important to the <br />City of Santa Ana and OCFA, Care Ambulance can fine tune our CQI process to ensure that Santa <br />Ana EMS Transportation Services are fiscally and clinically accountable to the patients served. <br />Copies of Care's CQI Program and sample monthly CQI reports are provided as an Attachment <br />to this section of the RFP. <br />RFP # 18-059— CARE AMBULANCE SERVICE 15 <br />
