Agreement with Willdan Homeland Solutions <br />February 5, 2019 <br />Page 2 <br />City received proposals from three firms, Willdan Homeland Solutions, Constant & Associates, and <br />Vigilance Risk Solutions. An evaluation committee consisting of representatives the <br />Anaheim/Santa Ana Urban Area (ASAUA) reviewed and rated the three proposals based on <br />established evaluation criteria outlined within the RFP. A revision to the current Toolkit was <br />requested by the ASAUA to incorporate feedback and lessons learned from the utilization of this <br />planning resource during the five (5) abovementioned exercises. The revision will be shared with <br />all regional partners and agencies for assistance in conducting single and multi -jurisdictional active <br />shooter exercises in an effort to enhance terrorism response capabilities within the Urban Area. <br />The results of the RFP evaluation are as follows: <br />Vendor <br />Score <br />Willdan Homeland Solutions <br />98 <br />Constant & Associates <br />76 <br />Vigilance Risk Solutions <br />74 <br />100 point max <br />Willdan Homeland Solutions was the most responsive and capable respondent. Willdan brings <br />valuable expertise and knowledge in Active Shooter training and planning for large-scale <br />emergency situations. The agreement will cover the period of February 5, 2019 through March 31, <br />2019. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 Community Safety, Objective #6, <br />(Enhance Public Safety integration, communications and community outreach). <br />FISCAL IMPACT <br />Funds in the amount of $28,950 are available in the FY16 UASI Grant Program fund accounts (no. <br />12514491-62300-17425001186-3498). <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Davi ntin Kath n Downs, CPA „ CmsD tux) <br />Chief of Police Executive Director <br />Santa Ana Police Department Finance and Management Services Agency <br />Exhibit. 1.
