SCOPE OF SERVICES AND SCHEDULE <br />topographic features such as curbs, gutters, <br />sidewalks, driveways, ramps, street lights, surface <br />utilities such as manholes, water meters, fire <br />hydrants, valve covers, etc. Horizontal control will <br />be based on existing street centerline monuments <br />and an assumed horizontal coordinate basis at <br />each intersection surveyed. Vertical control will <br />be based on a bench -mark system required by <br />the City of Santa Ana. The survey will be plotted <br />in MicroStation. All linework will be drafted <br />and elevations will be plotted at BCR's, ECR's, <br />etc. Survey base map shall be prepared in US <br />Customary English units using City guidelines and in <br />MicroStation V81 format. Horizontal datum shall be <br />NAD 83 and vertical datum shall be NAVD88. KOA <br />will verify the survey during a field investigation. <br />2.3 Field Verification <br />Each site will be fully inspected in the field with <br />respect to needs for preparing the design plans. <br />Physical street improvements, underground or <br />overhead utilities and obstructions, signing and <br />striping, and other relevant items will be located in <br />the field with precision to be shown accurately on <br />the plan. All improvement information obtained from <br />records will also be verified in the field in conjunction <br />with this review. <br />The project site will be fully inspected in the field <br />with respect to needs for preparing the design <br />plans. Physical street improvements, existing traffic <br />signalization, underground or overhead utilities and <br />obstructions, signing and striping, and other relevant <br />items will be located in the field with precision to <br />be shown accurately on the plan. All improvement <br />Information obtained from records will also be <br />verified in the field in conjunction with this review. <br />2.4 Geotechnical Investigation <br />KOA has budgeted for a geotechnical subconsultant <br />to perform a soil investigation at one selected mini <br />roundabout or traffic circle location to determine <br />the percolation rate. The geotechnical investigation <br />will include collection of bulk and undisturbed <br />soil samples from the site, laboratory testing, <br />engineering analyses, and the preparation of a <br />findings report. <br />NTA ANA <br />K0, A <br />Deliverables <br />• Utility notice responses log in Microsoft Excel <br />• Topographic and spot survey base map in <br />MircoStation V8i <br />• Benchmark data <br />• Geotechnical report <br />Task 3 Traffic Evaluation <br />3.1 Data Collection <br />KOA will collect as much traffic -related data possible <br />from the City and will obtain traffic counts to perform <br />the signal warrant analysis for the intersection of <br />Main Street and 15th Street. Data will consist of but <br />will not be limited to traffic intersection counts. <br />The project corridor currently has 1 signalized <br />Intersection, 3 all -way stops, and 7 two-way stop - <br />controlled intersections. <br />3.2 Signal Warrant Analysis <br />A traffic signal warrant analysis is required for a <br />potential partial TOUCAN signal at the intersection <br />of Main Street and 15th Street. Preparation of a <br />traffic signal warrant analysis for approval by the <br />City Traffic Engineer, outlining the justification of, <br />and necessity for, the installation of the proposed <br />signal is required. <br />It is recommended that traffic volume information be <br />obtained for benchmarking of traffic, pedestrian, and <br />bicycle volumes at all traffic circle/mini roundabout <br />improvement locations. <br />A brief summary from technical analyses will be <br />submitted to the City. The summary will serve the <br />purpose of providing a brief narrative to justify the <br />proposed improvements. KOA will meet face-to- <br />face with City staff to discuss the results and finalize <br />proposed treatments. <br />Deliverables <br />• Traffic analysis data <br />• Summary of analysis results <br />Task 4 30% PS&E <br />While performing analyses in Task 5, KOA will <br />start developing the 30% PS&E for the Bush Street <br />12 <br />
