SCOPE OF SERVICES AND SCHEDULE <br />Bicycle Boulevard. The 30% PS&E will be produced <br />at a minimum 1"=50' scale and include a concept <br />layout of the traffic circle or mini roundabouts with <br />bulb -outs, curb extensions, and pedestrian signal, <br />as feasible. The plan will be shown on an aerial <br />and will identify utility and drainage conflicts and <br />relocations. Based on our experience, the aerial <br />photo base is very helpful for identifying the existing <br />site conditions of the properties along the road <br />which will be directly impacted by the potential <br />medians. California native or drought tolerant plant <br />palette and irrigation type will be designed where <br />feasible, paying particular attention to the connection <br />of irrigation power sources. In addition, KOA staff <br />will review the corridor and identify pavement <br />deficiencies and potential pavement rehabilitation <br />locations necessary for a safe bike ride. <br />All improvements will be quantified in a cost <br />estimate. <br />Concept plans will address sight distance, turning <br />templates, desirable speed for approaches, parking, <br />and geometric configuration. <br />City standards for all civil, traffic, signing & striping, <br />Irrigation, and landscape will be reviewed and <br />adhered to by our team. <br />KOA has allotted four weeks for various City <br />departments to review the 30% PS&E. KOA will <br />meet with the City review team to discuss comments <br />and finalize the list of needed improvements. From <br />past experience, KOA has found that meeting <br />with City staff in position of making decisions <br />to be greatly beneficial in receiving timely and <br />accurate comments to efficiently refine project <br />design. It is anticipated that reviewing staff from <br />City departments such as Design, Traffic, and <br />Construction Engineering will be present at these <br />review sessions to have a meaningful discussion <br />about the plan of action. KOA will keep a log of <br />comments and document the plan of action. KOA will <br />then revise the 30% PS&E to present a schematic <br />representation of the entire project corridor for <br />Community Meeting 1. The KOA Team will produce <br />design plans along with technical Standard Special <br />KO(wro,A <br />Provisions and engineer's cost estimates for City <br />review at the 30% level of completion. <br />For fee proposal purposes, KOA has quantified the <br />following major components. <br />• One partial TOUCAN signal and medians on <br />side streets at the intersection of Main Street <br />and 15th Street <br />• Four traffic circles at the following <br />intersections, to be finalized with the City: <br />• Bush Street at 8th Street <br />• Bush Street at 12th Street <br />• Bush Street at 14th Street <br />• Bush Street at 16th Street <br />• Two mini roundabouts with curb extensions at <br />the following intersections, to be finalized with <br />the City: <br />• Bush Street at 9th Street <br />• Bush Street at 11th Street <br />• Bulb -out corners: Bush Street at 10th Street <br />• Signing and striping along the entire corridor <br />and wayfinding signs along the corridor. <br />• Survey of 8 intersections <br />• Landscape and irrigation design of 2 mini - <br />roundabout locations and 4 traffic circle <br />locations) <br />• Geotechnical coring at 1 location and <br />percolation testing at 1 location <br />• Hydrology and hydraulic study <br />Dellverables <br />• 30% Plans(PDF) <br />• 30% Standard Special Provisions (PDF) <br />• 30% Cost estimate and calculations (PDF) <br />• Plant palette <br />• Irrigation model and equipment <br />Task 5 60% PS&E <br />KOA will use comments of the 30% PS&E from City <br />staff and public outreach feedback, if any, to refine <br />project improvements along the corridor.
