The estimated square footage to improve the park for vehicular access is 10,000 <br />square feet, in turn the applicant is proposing to provide 10,000 square feet of their property to the <br />City for park purposes. At this time, the City has not been begun conversations with the Office of <br />Grants and Local Services or the National Park Service, but the City would support use of the park <br />as long as replacement parkland is provided, and monetary funds are contributed to the City for <br />Santiago Park Maintenance & Improvements. <br />Traffic <br />A Traffic Impact Analysis was prepared by Translutions, Inc. for the project. The study was peer <br />reviewed by the City's Public Works Agency and Kimley-Horn an on-call traffic engineering firm. <br />The study evaluated 16 intersections, 10 roadway segments, 6 neighborhood intersections, 10 <br />neighborhood roadway segments and 15 freeway segments (DEIR Section 4.11). Impacts were <br />analyzed for the existing conditions (2018), expected project opening year (2020) and future <br />conditions (2040). The 2020 conditions include the planned Caltrans improvement project which <br />will add one continuous High Occupancy Vehicle (HOV) lane in each direction along the <br />northbound and southbound 1-5 freeway between SR -55 and SR -57, which would result in the <br />removal of the 1-5 HOV northbound entrance and southbound exit ramps at the intersection of N. <br />Main Street/Edgewood Road 1-5 ramps. The LOS criteria uses an "A" to °F" <br />rating scale; an "A" rating meaning traffic conditions have the least amount of traffic congestion <br />(free flowing traffic) and an "F" rating meaning traffic conditions will have the most traffic congestion <br />(forced or breakdown of traffic flow). As a standard practice, the City has adopted an operational <br />LOS rating of D as the minimum acceptable LOS for intersections and roadway segments, except <br />that for intersections and roadway segments that fall within major development areas, the City <br />75E-16 <br />
