INITIATIVE <br />Homelessness <br />Affordable <br />Housing <br />SUMMARY <br />Support legislation that provides <br />financial or policy support to local <br />governments that work to address <br />issues surrounding homelessness. <br />Support legislation that provides <br />funding to address the lack of <br />affordable housing. Oppose legislation <br />that seeks to limit local control over <br />affordable housing decisions. <br />SCORECARD <br />(TPA) worked with the city, and in <br />coalition with the Big Cities Mayors, <br />to advocate for funding to cities to <br />help address issues associated with <br />homelessness. The efforts initially <br />began with advocating for funding <br />through AB 3171 (Ting) and <br />ultimately resulted in the creation of <br />the Homeless Emergency Aid <br />Program (HEAP) begin created <br />through the State Budget. The HEAP <br />program provided approximately <br />$3.7 million directly to the City of <br />Santa Ana, as well as an additional <br />$15.5 million to the Santa Ana, <br />Anaheim/Orange County Continuum <br />of Care. Once approved in the <br />budget, the city worked with the <br />Department of Housing and <br />Community Development to secure <br />the funding in late October. <br />(CDA) The city was awarded $3.5M <br />from the State's Homeless <br />Emergency Aid Program (HEAP) in <br />2018. <br />(TPA) Monitored and provided <br />information to the city on a number <br />of bills relating to affordable <br />housing. Worked with city to <br />provide comments and feedback to <br />Assembly Member Daly regarding AB <br />448, which established the Orange <br />County Housing Finance Trust. The <br />measure allows for the formation of <br />a JPA for the purpose of funding <br />housing to assist the homeless, as <br />well as individuals and families of <br />low and very low income within <br />Orange County. <br />65A-3 0Lty of Santa Ana Legislative Scorecard 2018 13 <br />
