As needed, revision of the Administrative Plan in accordance with applicable <br />regulations and requirements. Upon award and thereafter as needed, training <br />of SSA staff on the HCV Program and SAHA policies/procedures. <br />2. Eligibility <br />a. Referral of potentially eligible candidates (including those on the waiting list) <br />to SSA. <br />b. Acceptance of households certified by SSA as eligible for the FUP. <br />i. For those referred already on SAHA's waiting list, they will be served in <br />order of their position on the list and in accordance with SAHA's <br />admission policies. <br />ii. For those not on the waiting list, the list will be open for their inclusion and <br />will be served in order of their position on the list and in accordance with <br />SAHA's admission policies. <br />c. Program briefing, which informs applicants of the program and explains the <br />program's regulations, policies and procedures. <br />d. Determination of initial eligibility and placing those eligible on the HCV waiting <br />list. <br />e. Admission compliant with federal regulations. <br />f. Determination of ongoing eligibility. <br />g. Performance of Housing Quality Standards (HQS) inspections. <br />h. Calculation and issuance of Housing Assistance Payments (HAP). <br />I. Case management of clients' rental assistance: <br />I. Navigation of the rental assistance program <br />ii. Education on renters' responsibilities <br />iii. Location of additional resources <br />IV. Regardless of age, for at least 18 months, through SAHA's Family Self - <br />Sufficiency Program and per this agreement with the PCWA, FUP-eligible <br />youth may voluntarily receive: <br />• Basic life skills inform ationlcounseling on money management, use of <br />credit, housekeeping, property nutrition/meal preparation, and access <br />to health care. <br />• Counseling on compliance with rental lease requirements and with <br />HCV program participant requirements, including assistance/referrals <br />for assistance on security deposits, utility hook-up fees, and utility <br />deposits. <br />• Assurances to owners of rental property as are reasonable and <br />necessary to assist a FUP-eligible youth to rent a unit with an FUP <br />voucher. <br />• Job preparation and attainment counseling (where to look/how to <br />apply, dress, grooming, relationships with supervisory personnel, etc.). <br />• Educational and career advancement counseling regarding attainment <br />of general equivalency diploma (GED); attendance/financing of <br />education at a technical school, trade school or college; including <br />successful work ethic and attitude models. <br />Program Termination - Termination of rental assistance shall be based on Chapter <br />12 of SAHA's Administrative Plan, which can be found at http://www.ci.santa- <br />ana.ca.uslcda/HousingAuthoritv.asp. <br />X.
