Agreement Amendment with Allied Universal Security Services OR Issue Request for Proposal <br />June 18, 2019 <br />Page 2 <br />develop a sustainable Park Ranger Program. These services would allow the City to address <br />increasing concerns from residents and neighborhood leaders regarding homeless encampments, <br />trash, graffiti, drug use and related public safety concerns. <br />To provide security guard services at various city parks, there are two proposed options for City <br />Council consideration as follows: <br />Option 1: Amend the City's current agreement with Allied Universal Security Services to <br />provide services at various City parks. <br />On May 16, 2017, City Council entered into an agreement (Exhibit 1) with Allied Universal <br />Security Services for $1,154,532 to provide unarmed security guard services for various City <br />facilities through May 31, 2020 with two additional one-year renewal options. The City Council <br />approved the first amendment on December 19, 2017 to increase the existing agreement <br />contingency amount by $17,255 to provide temporary security services at an additional site. A <br />second amendment was approved by City Council on May 21, 2019 to increase the existing <br />agreement amount by $53,428 to provide security services at the Santa Ana Work Center and to <br />reflect the contractor's name change to Universal Protection Services, LP, dba Allied Universal <br />Security Services. <br />The City locations currently covered by the agreement include: <br />City Hall <br />Santa Ana Regional Transportation Center <br />Ross Annex Corridor to Superblock <br />Santa Ana Police Department <br />Santa Ana Public Library <br />Santa Ana Zoo at Prentice Park <br />OC Courthouse Library Parking Structure <br />Santa Ana Court Yard <br />Santa Ana Senior Center <br />Centennial Park <br />Newhope Branch Library <br />625 S. Cypress Avenue (Temporary -No Longer Covered) <br />Santa Ana Work Center <br />801 W. Civic Center Drive <br />Each ward of the City will have one dedicated roving security guard with a vehicle to provide <br />services 365 days a year. The City retains flexibility regarding the specific hours of coverage for <br />each area. Option A increases the agreement $667,047.90 annually to expand the scope of <br />services to include various City parks. <br />Option 2: Direct the City Manager to complete a Request for Proposal (RFP) process with an <br />accelerated timeline to provide security services at various City parks. <br />�. 1 <br />
