As used throughout this <br />document, the term "Transfer" means that land uses within each <br />planning area can be transferred to another area as part of a <br />Development Plan review process. <br />Intensity transfer may be initiated at any time by the master <br />developer or planning area builder. <br />A transfer request will be reviewed by the Executive Director of <br />Planning and Building as part of the related Development Plan <br />application. <br />In addition to transfers of land use between planning areas, land uses <br />may be converted to another use using a conversion factor based on <br />daily trips. The land use conversion mechanism is outlined below. <br />The amount and type of land uses within the Specific Plan area is <br />programmatic and is intended to be flexible, responding to market <br />demand and opportunities for unique or in -demand land uses. The <br />mix of uses outlined in the Land Use section of this document is based <br />upon anticipated demand for these uses at the time of writing. <br />Maximum intensities of land uses may be converted at any time by <br />the project developer, based on the conversion factors outlined in <br />Table 5-2, Land Use Equivalency Conversion. These conversion factors <br />are based on trip generation, which allows a conversion program <br />while keeping traffic generation stable.
