Agreement with SAPMA 2018-2021 <br />August 20, 2019 <br />Page 2 <br />1. Term: A three-year term, from July 1, 2018 through June 30, 2021. <br />2. Salary: <br />a. Effective July 1, 2018, classifications covered by this MOU shall receive a <br />retro-active base salary increase of five (5) salary rate ranges (approximately <br />2.5%). <br />b. Effective January 1, 2019, classifications covered by this MOU shall receive <br />a retro-active base salary increase of five (5) salary rate ranges <br />(approximately 2.5%). <br />C. Effective July 1, 2019, classifications covered by this MOU shall receive a <br />retro-active base salary increase of eight (8) salary rate ranges <br />(approximately 4%). <br />d. Effective July 1, 2020, classifications covered by this MOU shall receive a <br />base salary increase of eight (8) salary rate ranges (approximately 4%). <br />Retro-active salary increases will be provided to those currently employed on the date the <br />MOU is approved by Council. <br />3. Sworn Step "E": Effective July 1, 2019, a Step "E" (approximately 5% increase from Step <br />"D") will be added to the sworn classifications in this unit. <br />4. Sworn Performance Bonus: Performance Bonus and/or Merit Step Advancement available <br />when it is determined that their overall performance significantly exceeds or exceeds <br />expectations as outlined in Section 4.8 of the MOU, at the Chiefs discretion after completing <br />1 full year at D or E step during the period of July 1, 2019 through December 31, 2020. On <br />12/31/20 this provision will sunset and then beginning 1/l/2021, sworn employees will be <br />eligible for only a performance bonus when it is determined that their overall performance <br />significantly exceeds or exceeds expectations as outlined in Section 4.8 of the MOU after <br />completion of one (1) full year at E Step. Non -Sworn will remain unchanged with eligibility <br />after completing f full year at D Step. <br />5. Eliminate Compaction: Effective July 1, 2020, the City agrees, after implementation of the <br />four percent (4%) increase to base salary adjustment effective July 1, 2020, to maintain an <br />approximate five percent (5%) between the classifications of Sergeant (top step with all <br />eligible pay additives) in the Santa Ana Police Association unit and Police Commander <br />(Lieutenant) (Step "D" including Supervisory Post and Bilingual additives). <br />6. Education Incentive Restructure: Effective July 1, 2019, (Current PMA members, employees <br />hired or promoted into the PMA unit on or after July 1, 2019 shall not be eligible for the <br />Educational Incentives Program described in 6.1 in the MOU (Attachment 3) but shall now <br />be eligible for the Education Incentives as described below. Those that were previously <br />receiving incentives in Section 6.1 shall be grandfathered in to continue to receive those <br />'MAW <br />
