Resolution No. 2019-xx <br />Page 7 of 10 <br />6. The basement within the existing church shall be limited in use as ancillary storage <br />area and restrooms. <br /> <br />7. The community service building shall be utilized for church related functions only <br />and subject to the operating hours listed in Condition No. 3. No full-time educational <br />school may occur on the premises. <br /> <br />8. A monthly schedule of events shall be posted on the church’s website. The schedule <br />of events on the website shall be updated annually, and notice regarding special <br />events shall be posted as applicable. <br /> <br />9. Prior to issuance of a certificate of occupancy, the applicant shall provide evidence <br />of an agreement, in a form acceptable to the City Attorney, securing off-site parking <br />within a ½ mile radius of the site to be used in the case that overflow parking is <br />needed, or if greater than a ½ mile radius, that shuttle service will be provided. <br /> <br />10. A minimum of two parking monitors shall be on-site on Sundays at 7:30 am until 30 <br />minutes after liturgy services. One monitor shall monitor the capacity of the parking lot <br />and the other monitor shall monitor parking on-street parking (East Edinger Avenue, <br />West Regents Drive, South Gates and Lilac Avenue) and, if applicable, the overflow <br />parking lot(s). <br /> <br />11. If the parking lot reaches 90% capacity, temporary signs shall be posted on-site at both <br />driveways indicating the lot is full and include the location (including address of the <br />overflow parking lot). Signs should be removed 30 minutes after use of the site or once <br />the parking lot capacity is below 90% capacity. <br /> <br />12. Prior to any special event for which the occupancy/attendance is expected to exceed <br />a typical Sunday service, a detailed Special Event Parking Plan shall be submitted to <br />the City a minimum of 15 days prior to the commencement of any special event on <br />the premises. The plan shall include details including, but not limited to the dates of <br />the event, hours of operation, the anticipated occupancy/attendance of the event, <br />the location of all off-site parking areas to be used and the number of vehicles that <br />can be accommodated, agreements that have been entered into for temporary <br />parking and the types of transportation to be used to/from the off-site parking <br />locations and the site. <br /> <br />13. Each year the church shall provide Planning staff with a primary point of contact, phone <br />number and email address. The point of contact will serve as a Good Neighbor <br />Liaison and be responsible for responding to City staff and concerned citizens. <br /> <br />14. Six months after the issuance of a certificate of occupancy of the community service <br />building, a parking study shall be conducted on a Sunday, including parking counts of <br />on-street parking within the residential neighborhood. The church shall pay for the <br />costs associated with the parking study and the review process, with the City having <br />oversight of the contract. Any recommendations within the report shall be implemented <br />within three months or be considered by the Planning Commission. <br />4-19
