Responsibility Timing <br />Monitor <br />(Signature <br />Required) <br />(Date of <br />Compliance) <br />developments planned on both <br />sides of Main Street, but some <br />transitions in alignment may be <br />necessary to minimize impacts <br />to existing buildings. <br />MM 5.6-4: Construct a public <br />roadway around the west side <br />of the site from the <br />intersection of Owens <br />Drive/Broadway to Main/Town <br />and Country. This public road <br />shall have a capacity of 16,000 <br />ADT and connect the new <br />freeway ramps with Main <br />Street and Broadway/Owens <br />Drive. This public road will <br />provide an alternative means <br />of access to Fashion Square <br />and allow traffic to virtually <br />avoid use of (and impact upon) <br />Main Street. This new road will <br />provide direct access to/from <br />the 1-5 Freeway in order to <br />relieve pressure at the existing <br />Main Street Interchange. <br />Dedication of the roadway as a <br />public street is required to <br />satisfy CalTrans standards for <br />construction of ramp facilities <br />Not applicable: Final EIR Mitigation Measure <br />5.6-4 was previously implemented. No <br />additional mitigation is required. Further, the <br />freeway ramps were determined infeasible, and <br />this change was documented in a 1992 <br />amendment to the Participation Agreement <br />between the City’s Redevelopment Agency and <br />the Mall developer (Third Amendment to <br />Participation Agreement, p. 2.). <br />-- -- --
