Incompatible land uses should not be developed in areas where existing <br />noise levels exceed the maximum acceptable guidelines. All residential uses should be protected with <br />sound insulation over and above that provided by normal building construction when constructed in <br />areas exposed to greater than 60 dBA CNEL. <br />The following goals, objectives, and policies from the Noise Element are relevant to the proposed <br />'Transit Zoning Code (SD 84A and SD 84B): <br />Goal Prevent significant increases in noise levels in the community and minimize the <br />adverse effects of currently existing noise sources <br />Objective 1.1 Prevent creation of new and additional sources of noise. <br />Objective 1.2 Reduce current noise levels of acceptable standards. <br />Implementation Policies <br />■ Require consideration of noise generation potential and <br />susceptibility to noise impacts in the siting, design and <br />construction of new developments <br />m Require mitigating site and building design features, traffic <br />circulation alternatives, insulation and other noise prevention <br />measures of those new developments which generate high <br />noise levels. <br />■ Sound insulate and/or buffer sensitive land uses such as <br />housing from adverse noise impacts in noise -prone areas <br />■ Minimize noise generation in residential neighborhoods <br />through control or elimination of truck traffic and through - <br />traffic from these areas <br />4.8-14 City of Santa Ana Transit Zoning Code (SD 84A and SD 848) EIR <br />
