With implementation of Mitigation Measure CUL-1, impacts would be reduced to a less than <br />significant level. <br />Raitt Street Site <br />A cultural records search from the CHRIS, SCCIC was performed as part of the Cultural Resources Study <br />prepared in 2016. The SCCI records search identified 13 previously recorded cultural resources within a 0.5- <br />mile radius of the Raitt Street Site, but none within the site boundaries. The 13 previously recorded cultural <br />resources were of standing structures and not archaeological resources. Additionally, an intensive pedestrian <br />survey of the Raitt Street Site was performed on December 17, 2015. No above grade structures except one <br />concrete foundation and two concrete pillars were identified on the Raitt Street Site. No artifacts associated <br />with a prehistoric occupation were noted during the survey. However, it was presumed that several of the <br />household items noted during the survey are associated with the historical occupation of the subject property, <br />therefore, a DPR form was completed for the historical refuse scatter identified as FIRS-01-2016. However, it <br />was determined that it does not appear to have influenced patterns of history and does not embody the <br />distinctive character of a type, period, or method of construction, nor represent the work of a master. <br />Therefore, implementation of the Proposed Project would not result in a substantial adverse change in the <br />significance of an archaeological resource pursuant to 4 15064.5. However, the City recognizes that ground <br />disturbing activities on previously undisturbed soils could unearth archaeological resources. Therefore, <br />mitigation measure is required to ensure that unanticipated archaeological resource pursuant to Section 15064.5 <br />is treated appropriately. With implementation of MM CUL-1, impacts would be reduced to a less than <br />significant level. <br />Mitigation Measure <br />CUL-1 During initial ground disturbing activities that extend beyond artificial fill materials, an <br />archaeological spot monitoring shall be provided. Should archaeological resources, including <br />tribal resources, be found, work within 25 feet of the find must halt and an archaeologist <br />meeting the Secretary of the Interior's Professional Qualifications Standards for archaeology <br />must be contacted, and the qualified monitor shall first determine whether the resource is a <br />"unique archaeological resource" pursuant to Section 21083.2(g) of the California Public <br />Resources Code or a "historical resource" pursuant to Section 15064.5(a) of the State CEQA <br />Guidelines (14 California Code of Regulations [CCR]), or "tribal cultural resources" pursuant <br />to Public Resources Code Section 21074. Once the determination is made pursuant to CEQA <br />Guidelines Section 21083.2, the appropriate actions shall be taken in appropriate sections of <br />the regulations (e.g., 14 CCR 515126.4) to ensure that impacts are reduced to a less than <br />significant level. <br />And if prehistoric human remains are discovered, the responsible county coroner shall notify <br />the Native American Heritage Commission, which will determine and notify a most likely <br />descendent (MID). The MLD shall complete the inspection of the area of potential effects <br />75C-87 <br />
