<br />pavements are deteriorating due to weather, age, and heavy use. The improvements include
<br />performing localized concrete pavement reconstruction, replacing damaged concrete curbs,
<br />gutters, sidewalks, cross gutters, and curbs ramps, and sealing cracks to prevent deterioration
<br />from water infiltration, which was included in the approved Fiscal Year 2019-20 Capital
<br />Improvement Program. In addition, sewer laterals and a sewer manhole require relocation and
<br />adjustment for this project, which will be covered by Sanitary Sewer Capital fund in amount of
<br />$222,319. All works referenced in the recommended action provides the total financing for the
<br />project (Exhibit 2). Once completed, these improvements will enhance the ride quality, surface
<br />drainage, and appearance of the neighborhoods.
<br />Public Outreach and Contractor Participation
<br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in
<br />the Orange County Register newspaper on September 13 and 18, 2019. Bid were received
<br />electronically via the City's web -based electronic bidding system, PlanetBids, on October 4, 2019.
<br />Through the PlanetBids online portal, vendors may register to receive notifications on all current
<br />and future City projects, as well as download contract documents, receive project updates and
<br />submit bids electronically.
<br />Additionally, a total of 778 vendors, including 37 located in the City of Santa Ana, were notified of
<br />the project via PlanetBids. 37 vendors requested bidding documents and 5 bids were received.
<br />No bids were received from Santa Ana contractors.

<br />All 5 bids were responsive and Vido Samarzich, Inc. submitted the lowest responsive bid (Exhibit
<br />3), in the amount of $876,183. Based on the bid analysis and a contractor's reference check, staff
<br />recommends awarding the construction contract (Exhibit 4) to Vido Samarzich, Inc. in the amount
<br />bid.
<br />Project Delivery
<br />To deliver a complete project, in addition to the construction contract, the estimated total cost to
<br />deliver the project also requires construction administration, inspection, and testing, along with an
<br />allowance for contingencies to account for unexpected or unforeseen conditions. Construction
<br />administration and inspection includes construction management; implementation of the City's
<br />Community Workforce Agreement requirements; inspection of the Contractor's work to ensure
<br />contract compliance, workmanship, and quality; and material testing. As indicated in the Cost
