Award Contract to All American Asphalt for Bristol Street and <br />Edinger Avenue Class II Bike Lanes Project <br />December 17, 2019 <br />Page 2 <br />project will install 1.25 miles of bike lanes on Bristol Street from Sunflower Avenue to Central <br />Avenue, and 0.5 miles on Edinger Avenue from Bristol Street to Flower Street (Exhibit 1). Both of <br />these corridors pass through a mix of land uses, such as residential, schools, hospital, parks, and <br />business shopping centers. <br />The $736,000 BCIP grant award was recognized in the City Council -approved Fiscal Year 2017- <br />18 Capital Improvement Program (CIP). $100,000 of the grant was earmarked for Preliminary <br />(Design) Engineering. However, spending authorization for the $636,000 in Construction funding <br />was not received until July 2019. Staff is requesting City Council approval to recognize and <br />reappropriate this grant allocation for expenditure in Fiscal Year 2019-20, and to approve the <br />reallocation of $6,542 in unspent Measure M2 Fairshare funds needed to complete the City's <br />$93,542 matching fund requirement. Upon approval of the requested appropriation adjustment and <br />reallocation, the total funds available for construction will be $729,542, which is comprised of <br />$636,000 in grant funding and the $93,542 local match. <br />The Bristol Street and Edinger Avenue Class II Bike Lanes Project is described in the Southern <br />California Association of Governments 2012-2035 Regional Transportation Plan Active <br />Transportation Appendix as a striped lane for one-way bicycle travel on a street or highway. The <br />proposed bike lanes are also consistent with the City's Bicycle Master Plan, and will extend and <br />connect to existing and planned bike paths. Once completed, these bike lanes will improve mobility <br />and safety of bicyclists, while accommodating traffic flow. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on October 2, October 9, and October 16, 2019. Bids were <br />received electronically via the City's web -based electronic bidding system, PlanetBids, on October <br />23, 2019. Through the PlanetBids online portal, vendors may register to receive notifications on all <br />current and future City projects, as well as download contract documents, receive project updates <br />and submit bids electronically. <br />A total of 202 vendors, including 13 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Thirty-six vendors requested bidding documents and two bids were received.
