City of Santa Ana The City will establish a proposal review committee to evaluate proposals based on the response to the RFP, which includes adherence to outlined directions and format, and the City evaluation criteria set forth above. A final score will be calculated for each submitted proposal and used to rank the Proposers. The City shall not be obligated to accept the lowest priced proposal, but will make an award in the best interests of the City of Santa Ana after all factors have been evaluated. 3.3 CONDITIONS FOR PROPOSAL ACCEPTANCE: This RFP does not commit the City to award a contract or to pay any costs incurred for any services. The City, at its sole discretion, reserves the right to accept or reject any or all Proposals received as a result of this RFP, to negotiate with any qualified source(s), or to cancel this RFP in part or in its entirety. The City may waive any irregularity in any Proposal. All Proposals will become the property of the City of Santa Ana. If any proprietary information is contained in the Proposal, it should be clearly identified. 4.0 CONTRACT ADMINISTRATION: The Executive Director of Finance & Management Services of the City of Santa Ana, or his or her designee, shall be the authorized representative in all matters pertaining to the RFP process. The contract awarded pursuant to this RFP for the provision of ambulance & paramedic billing and collection services shall be administered by the Executive Director of Finance & Management Services of the City, or his or her designee. 4.1 CONTRACT MODIFICATION AND AMENDMENTS: Once a contract has been awarded and executed, the parties may adjust the specific terms of the Contract Documents from time to time where circumstances beyond the City of Santa Ana Page 110 Ambulance & Paramedic and Collection Services Request for Proposals: # 19-083 September 13, 2019 25B-33
