City of Santa Ana <br />ATTACHMENT A: <br />SCOPE OF SERVICES <br />The City of Santa Ana is seeking proposals from qualified firms to provide paramedic, <br />medical, and ambulance billing and collection services. The Proposer should have the <br />expertise needed to correctly invoice for these services to Medicare/Medicaid HMO, <br />commercial insurance companies, and private pay individuals, based on the City's fee <br />schedule and the City's Paramedic Subscription Program. <br />The City currently transports approximately 16,000+ patients per year through its third <br />party ambulance provider. The current payer mix consists of the following: <br />Medicare/Medicare HMO 31% <br />Medi-Cal/HMO 39% <br />Commercial Insurance 12% <br />Private Pay 18% <br />GENERAL PERFORMANCE REQUIREMENTS: <br />Proposers shall be responsible for modifying their billing systems to capture all <br />necessary data generated from the ambulance & paramedic billing and collection <br />services program as an electronic file and provide a description of the electronic file <br />needed to receive data transmitted from OCFA. Proposers shall work with OCFA and <br />their electronic Prehospital Care Report (ePCR) vendor to identify data input gaps, <br />errors and other data needs, and describe a means of obtaining solutions to these <br />problems. Proposers shall provide information regarding their organization's experience <br />with ePCR software, specifically Image Trend, including a complete list of their <br />customers utilizing ePCRs and the name and contact information of the software <br />companies utilized.
