The CDBG Program was created through the Housing and <br />Development Act which was adopted in 1974, and returns income tax funds to cities and counties <br />to develop viable urban communities, primarily for the benefit of low and moderate income <br />people. Funds for this project were allocated by the City Council on June 4, 2019 upon approval <br />of the Fiscal Year 2019-20 CDBG Program. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on September 27, 2019 and October 2, 2019. Bids were <br />received electronically via the City's web -based electronic bidding system, PlanetBids, on October <br />15, 2019. Through the PlanetBids online portal, vendors may register to receive notifications on all <br />current and future City projects, as well as download contract documents, receive project updates, <br />and submit bids electronically. <br />A total of 561 vendors, including 29 located in the City of Santa Ana, were notified of the project <br />via PlanetBids. Bid documents were requested from 34 vendors and bids were received from 9 <br />contractors. Based on the bid analysis and a contractor's <br />reference check, staff recommends awarding the construction contract (Exhibit 3) to California <br />Professional Engineering, Inc. in the amount bid. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total cost to <br />deliver the project also includes construction administration, inspection, and testing, along with an <br />allowance for contingencies to account for unexpected or unforeseen conditions. Construction <br />administration and inspection includes construction management; implementation of the City's <br />Community Workforce Agreement requirements; inspection of the Contractor's work to ensure <br />contract compliance, workmanship, and quality; and material testing.
