Contract Award for Citywide Traffic Signal <br />Vehicle Head Upgrades Project <br />January 21, 2020 <br />Page 2 <br />enhance traffic safety and signal visibility, while meeting current requirements of the State of <br />California Manual on Uniform Traffic Control Devices. <br />The Public Works Agency was awarded a $655,600 Highway Safety Improvement Program (HSIP) <br />grant for this Project, which was recognized in the Council -approved, Fiscal Year 2016-17 Capital <br />Improvement Program (CIP). $117,000 of the grant was earmarked for Preliminary Engineering <br />and has been used for project design. However, spending authorization for the remaining $538,600 <br />in Construction funding was not received until September 2019. Staff is requesting Council <br />approval to recognize and reappropriate the construction grant funding for expenditure in Fiscal <br />Year 2019-20. Upon approval of the requested Appropriation Adjustment, the total funds available <br />for construction will be $538,600. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on October 8 and 15, 2019. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on October 30, 2019. <br />Through the PlanetBids online portal, vendors may register to receive notifications on all current <br />and future City projects, as well as download contract documents, receive project updates, and <br />submit bids electronically. Additionally, 24 vendors, including 2 located in the City of Santa Ana, <br />were also notified of the project via PlanetBids. 34 vendors requested bidding documents and 6 <br />bids were received. Based on the bid analysis and a contractor's <br />reference check, staff recommends awarding the construction contract (Exhibit 3) to International <br />Line Builders, Inc., in the amount bid. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total cost to <br />deliver the project also includes construction administration, inspection, and testing, along with an <br />allowance for contingencies to account for unexpected or unforeseen conditions.
