FIRST STREET PEDESTRIAN IMPROVEMENTS PS&E <br />RFP NO.: 10-110 <br />Dan Helt, PE, PLS <br />Survey Manager/Project Engineer <br />Project Role: Survey/Mapping Lead <br />Mr. Helt is experienced in both civil engineering and land surveying. He has designed and prepared both <br />small and large municipal, commercial, and residential grading and drainage plans, as well as utility <br />plans and project associated public improvement plans. Mr. Helt has prepared a variety of hydrology and <br />hydraulic documents for review of analysis and compliance with codes and standards. He has prepared <br />and reviewed specifications, calculations and other basis of design documents. Mr. Helt has performed <br />field boundary and topographic surveys, as well as construction staking, certification and monitoring, <br />and ALTA/ACSM surveys. He has considerable experience researching boundary and chain of title <br />information, and preparing legal descriptions. <br />EXPERIENCE <br />Shell Beach Road Streetscape, City of Pismo Beach, <br />Pismo Beach, CA. Project Surveyor responsible for <br />providing survey services in support of the design of <br />a "total street' reconstruction of 18 blocks of Shell <br />Beach Road. The project entails incorporating a new <br />Class 1 bikeway along an existing Caltrans right-of- <br />way. In addition, the project aims to replace aging <br />utilities.The project will incorporate new way -finding <br />and streetscape enhancements including pavement <br />enhancements at crosswalks and intersections, full <br />ADA compliance, street furniture and landscape <br />improvements, incorporating LID techniques. <br />Riverside Dr. near Zoo Dr. Bridge over LA River, <br />City of Los Angeles BOE, Los Angeles, CA. Project <br />Surveyor responsible for field surveys and topographic <br />mapping. The goal of the project was to correct existing <br />geometrical design deficiencies, address seismic <br />vulnerabilities, improve pedestrian and bicycle travel, <br />and preserve the historic character of the bridge. The <br />project also included the addition of a Class I bicycle <br />undercrossingto link eastern and western segments <br />of the LA River bike trail. Tetra Tech provided final <br />environmental documentation and processing, <br />hydraulic analysis,100% PS&E, and design support <br />during right-of-way and construction phases. <br />San Francisco ADA Ramps, Pacific Gas and Electric <br />(PG&E), San Francisco, CA. Project Manager and <br />Engineer of Record responsible for overseeing land <br />surveying services in support of the ongoing work that <br />PG&E is undertaking where they intend to repair and <br />replace all of the existing medium pressure natural <br />gas infrastructure. The City has required that PG&E <br />upgrade the intersections that are affected by the <br />natural gas line construction work to insure they are <br />ADA compliant. Tetra Tech has performed right-of-way <br />research, monument research, topographic survey <br />and construction survey for a total of 284 ramps on 204 <br />different corners at 70 intersections. <br />Bonita School Road Bridge Replacement Survey, <br />Santa Barbara County Public Works, Santa Maria, <br />CA. Survey Manager. Mr. Helt was responsible for <br />overseeing control, aerial, and topographic survey <br />work for the replacement of the Bonita School Road <br />Bridge. Tetra Tech set 22 ground control targets, and <br />tied those points to the Santa Maria Valley Control <br />Network. Analytical aerotriangulation and stereo <br />compilation was used for density control and to create <br />both planimetric and terrain data. The terrain data was <br />then used to generate 1-foot contours. Additionally, <br />Tetra Tech performed a ground survey to supplement <br />the aerial acquired topography, in order to collect <br />additional data of features not readily visible from the <br />air. The Digital Terrain Model of the ground and aerial <br />surveys were combined and an AutoCAD Civil 3D file <br />containing all data was produced. <br />Caruthers Park Stormwater and Urban Runoff <br />Capture Project, City of Bellflower, Bellflower, CA. <br />Survey Manager.
