AA 2018-09 <br />December 9, 2010 <br />Page 3 <br />Other work to be completed as part of the master plan includes the renovation of the existing <br />buildings, the rehabilitation of exterior and interior spaces, new landscape and hardscape throughout <br />the campus, new accessory structures such as shade canopies, new fencing and enhanced signage. <br />The architecture and color selections have been designed to fit within the context of the <br />surrounding area and will enhance the aesthetic and functional appeal of the community. The <br />elevations have been designed with modern architectural elements to ensure each building within <br />the campus is integrated. The overall architecture will also be enriched through landscaping that <br />will be in harmony with the architecture and common area gathering spots. Finally, new vine <br />pockets will be utilized to soften wall edges and minimize graffiti. <br />Project Background <br />Calvary Church of Santa Ana was established on October 25, 1931, holding its first meeting at the <br />Santa Ana Ebell Club at 625 North French Street. Over the years, Calvary Church grew in size, <br />moving to various locations as it continued to expand. On April 29, 1962, Calvary Church moved <br />to its current site at 1010 North Tustin Avenue, five years after purchasing the site. The project site <br />was developed with several buildings that were built between 1962 and 1991. Built in 1962 when <br />the church opened include the Fellowship Hall, the Administration Building, and two educational <br />buildings. Over the years, the campus has expanded with other existing buildings being <br />constructed. The final building built, the Worship Center, was completed and dedicated in 1991. <br />In 2009, Calvary Church approached the City in an effort to establish a master plan for the site. <br />However, due to the recession related impacts, Calvary Church decided to withdraw the <br />application. last year, the Church again submitted a proposal for their master plan, which is <br />currently under consideration by the Planning Commission. <br />Prolect Analysis <br />Calvary Church is requesting approval of an amendment application (zone change) and a Mitigated <br />Negative Declaration and Mitigation Monitoring Reporting Program in order to approve a master <br />plan for Calvary Church. The following provide analysis for the proposed zone change. <br />The current zoning for the properties contains standards that apply to Professional office <br />developments, while the project was built based on a series of professional and commercial standards <br />and guidelines no longer found in the City's zoning code. Therefore, the Specific Development No. <br />95 (SD-95) will be established for the purpose of implementing the Calvary church master plan <br />while protecting and promoting the public health, safety and general welfare of the City and its <br />residents. If the zone change is approved, a series of site -specific objectives and development <br />standards will guide the development of the project. Specifically, the SD-95 document includes a <br />menu of development standards which establish permitted and conditional uses and regulate <br />intensity, circulation, setbacks, parking, height and landscape requirements and includes <br />provisions for construction and maintenance to allow the exclusive entitlement of the master plan. <br />75B-27 <br />
